Accordingly, the People's Committee of Tien Phong Ward (Bac Ninh Province) has submitted a report to the Provincial Department of Education and Training regarding the case of a 1-year-old girl, DTV, from Tien Phong Ward, Bac Ninh Province, who suffered bruises and scratches on her face while being cared for at "Mua Xuan Private Preschool, Branch 1".
Immediately after receiving information about child DTV having bruises and scratches on her face at a private preschool in the ward, Mr. Ong The Vien, Chairman of the People's Committee of Tien Phong Ward, issued Official Document No. 388/UBND dated September 4, 2025, to direct the inspection and verification of the above-mentioned incident; assigning the Department of Culture and Social Affairs to take the lead and coordinate with the Ward Police to verify and clarify the matter.
The initial investigation and verification results are as follows: At approximately 8:00 AM on September 3, 2025, Ms. D.TL brought her daughter, DTV (14 months old), to the Mua Xuan Private Preschool, Branch 1, located in Quyet Tien residential area, Tien Phong ward, Bac Ninh province. At 3:00 PM the same day, when Ms. TL came to pick up her daughter, she discovered numerous bruises on the child's face, raising suspicions of physical abuse.
Later, TL's family took DTV to a medical facility for examination. The results confirmed that DTV had soft tissue injuries, bruising on both cheeks, bruising on the forehead, abrasions, and bruising on the left side of her back.
On the same day, the leaders of the People's Committee of the ward, along with the leaders and staff of the ward's Culture and Social Affairs Department, visited the family to inquire about the child's health, encourage the family, and understand their thoughts and wishes (at the time of the visit, DTV's health was stable and she was playing with her parents).
Mr. Ong The Vien, Chairman of the People's Committee of Tien Phong Ward, instructed the ward police to continue working with relevant individuals and organizations to clarify the incident. Based on this, they will propose to the competent authorities to strictly handle any violations (if any), quickly stabilize the psychological state of DTV's family, and serve as a warning and deterrent to other cases of misconduct in education within the ward.
Also on the afternoon of September 4th, a reporter from Vietnam Women's Newspaper contacted DTV's mother and learned that the child is currently at home with her mother for care and monitoring of her health and mental state.
