Building 4 Decrees guiding the implementation of the Law on Atomic Energy

Specifically, the Prime Minister assigned the Ministry of Science and Technology to preside over and coordinate with ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities and relevant agencies and organizations to develop 4 Government Decrees detailing and providing measures to organize the implementation of the Law on Atomic Energy in accordance with Decision No. 1526/QD-TTg dated July 14, 2025 of the Prime Minister promulgating the List and assigning the agency in charge of drafting documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 9th Session. The submission to the Government is scheduled for the fourth quarter of 2025.

In the fourth quarter of 2025 and the following years, the Ministry of Science and Technology shall preside over and coordinate with the People's Committees of provinces and cities and relevant agencies and organizations to organize specialized training conferences for local officials and civil servants in charge of handling administrative procedures and state management in the field of atomic energy at the local level; Organize conferences to disseminate the Law on Atomic Energy and guiding documents for implementation to organizations and individuals operating in the field of atomic energy.

The Ministry of Science and Technology shall preside over and coordinate with the Government Office , the Ministry of Justice, ministries, ministerial-level agencies, relevant agencies and organizations, and the People's Committees of provinces and cities to inspect, urge, and monitor the implementation of the Law on Atomic Energy and legal documents detailing and providing measures to organize and guide the implementation of the Law on Atomic Energy.

The ministries managing the sectors and fields, according to the functions and management tasks of each ministry and agency, organize the contents to support the implementation of the Law in accordance with the provisions of law.

The budget for implementing this Plan is allocated from the annual state budget of ministries, agencies and localities according to the provisions of the State Budget Law, documents guiding its implementation and other legal sources of funding according to the provisions of law.

For tasks to be implemented in 2025, ministries, branches and localities shall proactively arrange for implementation within the state budget allocated in 2025.

The Prime Minister also assigned the Ministry of Finance to preside over and coordinate with ministries, ministerial-level agencies, and relevant agencies to arrange regular funding in the annual state budget estimates in accordance with the provisions of the law on the state budget and other legal funding sources in accordance with the provisions of law to ensure the implementation of this Plan.

Agencies assigned to preside over the implementation of tasks under this Plan are responsible for planning, estimating, finalizing, managing use and reporting to competent authorities for approval in accordance with the provisions of the State Budget Law and relevant laws.

People's Committees at all levels shall synthesize and submit to the People's Councils at the same level to arrange funding to implement this Plan according to the provisions of the State Budget Law and current regulations on budget decentralization.

The Law on Atomic Energy No. 94/2025/QH15, passed by the 15th National Assembly at the 9th Session on June 27, 2025, effective from January 1, 2026, has fully and promptly institutionalized the Party's guidelines and policies and the State's policies on the development and application of atomic energy to ensure radiation safety, nuclear safety, nuclear security and nuclear inspection.
