Comrades Tran Duc Thang, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee of Hai Duong; Major General Bui Cong Chuc, Deputy Political Commissar of Military Region 3, along with leaders of the Provincial People's Council and People's Committee, and leaders of districts, towns, and cities in the province attended the congress.
Speaking at the congress, Comrade Tran Duc Thang, Secretary of the Hai Duong Provincial Party Committee, and Comrade Bui Cong Chuc, Deputy Political Commissar of Military Region 3, acknowledged and highly appreciated the results achieved in the "Determined to Win" emulation movement of the provincial armed forces during the 2019-2024 period. The movement has been implemented comprehensively, widely, and in depth, creating momentum to motivate officers and soldiers to excellently fulfill all assigned tasks.
The leaders suggested that in the coming period, the Party Committee, commanders, officers, and soldiers of the provincial armed forces should focus on educating , thoroughly understanding, and internalizing President Ho Chi Minh's thoughts on patriotic emulation; and the directives, resolutions, and plans of all levels on emulation and commendation.
Cadres and soldiers, especially Party committees and leading cadres, must have a correct understanding of the position, significance, and importance of emulation and reward work and the "Determined to Win" emulation movement. They must effectively promote their pioneering and exemplary role and be the core of the emulation movement at the grassroots level. Emphasis should be placed on training cadres and Party members in agencies and units to effectively implement the "7 dares" spirit as directed by General Secretary Nguyen Phu Trong.
The provincial armed forces need to continue innovating the content, form, and methods of conducting emulation and reward work and the "Determined to Win" emulation movement, in accordance with the characteristics and tasks of the unit, and linked to studying and following the ideology, ethics, and style of Ho Chi Minh.
Comrades Tran Duc Thang, Secretary of the Hai Duong Provincial Party Committee, and Bui Cong Chuc, Deputy Political Commissar of Military Region 3, requested the Provincial Military Command to closely follow the directives and guidance of higher authorities, proactively guide and implement the emulation movement in conjunction with the "Army's Contribution to Building New Rural Areas" movement for agencies and units. They also requested the effective organization of key emulation activities and important political events, especially major anniversaries throughout the year.
The provincial armed forces need to focus on building and replicating advanced models with the motto "real people, real work, real achievements" to make the emulation movement increasingly substantive and widespread. They should also consistently pay attention to improving the material and spiritual lives of officers and soldiers...
During the period 2024-2029, the provincial armed forces will continue to actively and proactively advise Party committees and authorities at all levels on leadership, direction, and implementation, comprehensively fulfilling local defense and military tasks.
Over the past five years, the provincial armed forces have had 798 collectives and 2,561 individuals awarded commendations by various levels. The provincial armed forces have received the Excellent Emulation Flag from the Ministry of National Defense, the Military Region Command, and the Provincial People's Committee for many years. Notably, in 2022, the Provincial Military Command was awarded the Second Class Military Merit Order by the President of Vietnam.
On this occasion, the Provincial People's Committee awarded commendations to 5 collectives and 10 individuals; the Provincial Military Command awarded commendations to 15 collectives and 17 individuals for their outstanding achievements in implementing the "Determined to Win" emulation movement during the 2019-2024 period.
Over the past five years, the provincial armed forces have launched six annual emulation movements and 21 intensive, high-priority emulation campaigns.
The agencies and units of the Provincial Military Command have undertaken the care and support of 17 Vietnamese Heroic Mothers; built 45 houses of gratitude and solidarity with a total amount of over 3.6 billion VND; visited and presented over 3,900 gifts to policy beneficiary families, Vietnamese Heroic Mothers in the area, and military families in difficult circumstances, worth over 2.5 billion VND; and contributed over 1.6 billion VND to the "Gratitude and Repayment" Fund…
The training work of the Provincial Military Command was carried out in accordance with the established principles, achieving 100% of the requirements. The Provincial Military Command won many high awards in competitions and sports events at all levels.
