Handling and removing difficulties and obstacles for 1,759 real estate projects and facilities

(Chinhphu.vn) - Up to now, the provinces and cities of Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, and Tay Ninh have handled and resolved 1,759 real estate projects and facilities with a total investment capital of about VND 220,433 billion.

The Government Inspectorate has just sent a report to the Ministry of Finance on the results of implementing Conclusion No. 77-KL/TW of the Politburo and Resolution No. 170/2024/QH15 of the National Assembly on the results and progress of removing difficulties and obstacles for projects in: Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, Tay Ninh.

Completed handling and resolved difficulties for 1,759 real estate projects and facilities

According to the Government Inspectorate, recently, the Politburo , the Secretariat, the Government, and the Prime Minister have resolutely directed the removal of difficulties and obstacles for long-standing and pending land projects in order to free up resources, put projects and land into use soon, and avoid loss and waste of assets and resources of the State, enterprises, people, and society.

Provinces and cities are cities Hanoi , Ho Chi Minh City, Da Nang, Khanh Hoa and Tay Ninh have closely followed the Central Committee's Conclusion, Resolution No. 170/2024/QH15, Government Decrees, Plans and directions of the Prime Minister, Steering Committee 751, instructions of central ministries and branches to develop plans, establish working groups and organize implementation, and have achieved certain results.

These localities have reviewed and handled 2,161 projects and real estate facilities according to Project 153, Conclusion No. 77-KL/TW, Resolution No. 170/2024/QH15. Of which, 4 provinces and cities (Da Nang, Khanh Hoa, Hanoi, Ho Chi Minh City) have completed the handling and settlement of 1,759 projects and real estate facilities (reaching 81.39%); with a total investment capital of about 220,433 billion VND; putting 6,101.51 hectares of land into exploitation and use.

Specifically, Da Nang city has completed the processing of 1,678/2,035 real estate projects and facilities (reaching 82.45%); total investment capital value is about 132,338 billion VND; total land use area is about 3,643.8 ha; collected 1,490/2,306 billion VND for the state budget (reaching 64.6%).

Khanh Hoa province has completed the processing of 55/76 real estate projects and facilities (reaching 72.3%); the total investment capital is about 49,369.39 billion VND; the total land use area is about 2,414.45 hectares; with 16,7000 apartments and villas put into operation and use; the State budget revenue is 356.7 billion VND.

Hanoi City has completed processing 24/38 projects (reaching 63.15%); total investment capital value is about 26,959 billion VND; total land use area is about 28.21 hectares.

Ho Chi Minh City has completed processing 2/11 projects (reaching 18.18%); total investment capital value is about 11,770 billion VND; total land use area is about 15.04 hectares.

Contribute to unlocking resources and promoting local socio-economy

The Government Inspectorate affirmed that the issuance of Conclusion No. 77-KL/TW of the Politburo and Resolution No. 170/2024/QH15 of the National Assembly is correct, necessary, and consistent with reality.

The political and legal basis for removing difficulties and obstacles for projects and land in the above-mentioned five localities is basically sufficient for localities to organize and implement according to their authority.

Local Party committees and authorities have been proactive, active, determined, and resolute in implementing the project, achieving positive results, especially in Da Nang city (reaching 82.42% with 1,759 projects); Khanh Hoa province (reaching 72.3% with 55 projects), actively contributing to unlocking resources and promoting local socio-economic development.

The Government Inspectorate said that after 2 months since the National Conference on reviewing and evaluating the results of removing difficulties and obstacles for projects and land according to Conclusion No. 77-KL/TW, Resolution No. 170/2024/QH15 and implementing the Politburo's instructions, the implementation has made certain progress, many projects have continued to be implemented, initially bringing positive results.

However, the report also pointed out limitations and shortcomings, such as some localities are not really determined in leadership, direction and implementation; work content has not been completed, and a number of projects and lands have not been handled and resolved according to the plan and direction of the Prime Minister.

The coordination and guidance of some central ministries and branches regarding recommendations and proposals from localities are still inadequate and untimely; the coordination between state agencies, investors and people in the process of handling, resolving and removing difficulties and obstacles is sometimes and in some places not good.

Hanoi, Ho Chi Minh City, and Tay Ninh province have been slow in summarizing and reporting implementation results, and the content is not complete as required.

The Government Inspectorate emphasized that provinces and cities must identify this as a difficult, very complicated, sensitive, and wide-ranging task, thus requiring high determination, great efforts, drastic actions, and clear assignment of "clear people, clear work, clear responsibilities, clear progress, clear results, and clear authority".

The implementation process must be methodical, based on the principles of the Party, the laws of the State and in accordance with reality, learning from experience while doing, proposing gradual expansion, not being perfectionist, not hasty, the handling method must ensure efficiency, humanity, promote development, focusing on 2 main contents.

Firstly, for projects and land in Project 153, Conclusion No. 77-KL/TW, Resolution No. 170/2024/QH15 in 5 provinces and cities (Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, Tay Ninh), it is necessary to focus on completing and summarizing and evaluating the results of removing difficulties and obstacles according to Conclusion No. 77-KL/TW, Resolution No. 170/2024/QH15.

Second, for projects and land outside of Project 153, Conclusion No. 77-KL/TW, Resolution No. 170/2024/QH15, it is necessary to continue to review, synthesize and propose solutions.

Regarding key tasks in the coming time, according to the Government Inspectorate, Party committees and authorities of provinces and cities need to focus on drastic leadership, direction, and urgently complete tasks to summarize and report to the Politburo in the fourth quarter of 2025.

The People's Committees of 5 provinces and cities (Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, Tay Ninh) continue to focus resources to resolutely implement the assigned tasks. In particular, it is necessary to clearly identify this as an urgent and important task, requiring the assignment and clear definition of responsibilities of each agency, organization and individual in the implementation process.

Projects under the authority of localities must be resolutely resolved and handled, not allowed to drag on, and must be completed in 2025.
