Chairman of VST: Institutionalizing policies creates new 'impetus' for science and technology enterprises

On the morning of December 5 in Hanoi, the Vietnam Association of Science and Technology Enterprises (VST) officially opened its second National Congress (2025-2030). The event aimed to summarize the first 5 years of tumultuous journey, elect a new Board of Directors and set strategic directions for the next breakthrough development period.

AHLĐ Hoang Duc Thao - Chairman of the Board of Directors, General Director of Busadco, Chairman of VST for the first term emphasized the special context when the Association was established. Established in 2020 on the basis of approval from the Ministry of Science and Technology and the Ministry of Home Affairs , VST has the mission of gathering and connecting science and technology enterprises nationwide. However, this is also the time when the COVID-19 epidemic broke out violently, negatively affecting all aspects of economic life.

"Research activities, technology transfer, commercialization of results and production and business face countless obstacles. Many businesses have to struggle to survive, restructure, and even be forced to dissolve or go bankrupt," the Chairman of VST acknowledged.

However, with the companionship and efforts of each member, the Association has gradually overcome the storms, stabilized the organization and achieved encouraging initial results, creating a solid foundation for the 2025 - 2030 period.

The bright spot emphasized by the Chairman of VST in his speech was the close attention of the Party, the State and especially the Ministry of Science and Technology . AHLĐ Hoang Duc Thao said that appropriate policies have helped to revive the spirit and confidence of the business community.

A series of important Resolutions of the Politburo such as Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation, Resolution 59 on international integration, Resolution 66 on institutional reform and Resolution 68 on private economic development... were quickly institutionalized into Law by the National Assembly, and urgently implemented by the Government and ministries and branches.

According to Mr. Hoang Duc Thao, there have been initial signs of creating strong momentum for the creative startup ecosystem and science and technology enterprises. In particular, a number of preferential policies on capital, land, and tax have become clearer and more feasible. These are favorable factors supporting enterprises in carrying out their development mission, while also creating motivation for the Association to play a good role as a bridge between enterprises, management agencies and scientists."

Entering the second term (2025 - 2030), the Congress focused on selecting personnel for the Executive Committee, Standing Committee and key positions to lead the Association.

Sharing about the future orientation, AHLĐ Hoàng Đức Thảo affirmed VST's determination to promote internal strength, overcome challenges to contribute to realizing national aspirations. The goal is to turn Vietnam into a developing country with modern industry and high average income by 2030; at the same time, strengthen national security and defense and enhance its international integration position.

VST is a social-professional organization that has been operating since 2020. Up to now, the Association has gathered nearly 200 science and technology enterprises nationwide, operating in many diverse fields, playing an important role in promoting application, technology transfer and protecting the legitimate rights of member enterprises.
