The project is expected to facilitate the systematic and sustainable development of community tourism. According to statistics, Typhoon No. 3 affected 17,252 houses in Lao Cai province, causing damage estimated at approximately 807 billion VND; 403 high-risk landslide areas were identified in residential areas, requiring the relocation of over 5,000 households to safer locations. In 2019, organic tea from Bac Ha, produced by the Ban Lien Tea Cooperative in Ban Lien commune, Bac Ha district, Lao Cai province, received a 5-star OCOP certification from the Central OCOP Council. As a result, 90% of the cooperative's tea production has been exported to European countries, the US, Japan, etc., at a selling price of 100-120 USD/kg. Over the past five years, the cooperative has provided employment and stable income for hundreds of Tay and Mong ethnic minority households. To effectively implement and achieve the goals of the National Target Program 1719, Son Ha district is promoting the dissemination of effective poverty reduction models and best practices for wider application. Local authorities are acting as a bridge, mobilizing and calling on businesses to find markets for post-harvest products of poor households. In particular, Son Ha district focuses on supporting poor ethnic minority households; poor Kinh households living in extremely difficult communes and villages in ethnic minority and mountainous areas who do not have housing, or whose houses are dilapidated or damaged. Recently, Son Ha district has reviewed poor and near-poor households in the area that need housing and compiled a list as a basis for deciding on support.

The district also mobilized the participation of socio -political organizations in disseminating information and encouraging community involvement to help poor and near-poor households build houses.

As a mountainous district still facing many difficulties, Son Ha district has a large number of households in need of housing support. During the period 2021-2025, Son Ha district is leveraging resources from the National Target Program for socio -economic development in ethnic minority and mountainous areas to eliminate temporary housing for nearly 1,180 poor households in the district.

In 2024, the entire district continued to receive support for 235 houses. Of these, poor households received a maximum of 40 million VND per household to build one house according to local customs and traditions, ensuring three solid components: a solid foundation, a solid frame and walls, and a solid roof.

One day at the end of the year, following local officials, we visited families who had just received support to build new houses in Son Ha district. The house of Mr. Dinh Van O, in Lang Rin village, Son Trung commune, was recently completed with a cost of over 100 million VND. Of that amount, the State provided 40 million VND, Mr. O borrowed an additional 40 million VND from the Social Policy Bank, and the rest was from his family's savings.

Mr. O shared: "Before, our house was just a few wooden planks with an old, dilapidated corrugated iron roof. This Tet, my family is living in a new house, and I'm so happy. From now on, I will focus on working hard to escape poverty."

Many houses belonging to poor ethnic minority families in Son Ha district have been completed, and they are cleaning up to move into their new homes to celebrate Tet.

It is known that in 2023, Son Ha district also provided financial support for the construction and repair of houses for nearly 200 poor households, with a budget of 8.8 billion VND. Thanks to the well-organized implementation of housing construction for people in ethnic minority areas, poor households have been able to have safe and stable housing.

For example, Mr. Phan Ton's family in Son Linh commune, classified as poor and unable to work, was prioritized by the local authorities for housing construction support. Mr. Ton received 40 million VND in assistance, and with his savings and borrowed money, he was able to build a house worth over 100 million VND. "Before, we lived in a dilapidated house. Thanks to the government's support, my wife and I are grateful for the care and assistance from the local authorities," Mr. Ton shared.

Ms. Dinh Thi My's family in Son Giang commune also received financial assistance for house construction from the National Target Program 1719. Previously, Ms. My's family lived in a dilapidated old house. As a poor household facing economic difficulties, building a new house is of great significance to her family. Ms. My emotionally said: "I'm so happy to have a new house that protects us from the sun and rain, and I don't have to worry about getting wet anymore. Now my family can focus on working hard, earning money for our children's education, and striving to escape poverty."

According to Mr. Duong Ngoc Thach, Deputy Head of the Ethnic Affairs Department of Son Ha District, this is a very special program for people in ethnic minority and mountainous areas. Through the implementation of the program's projects, the district has helped many disadvantaged households obtain sturdy housing. Many houses have already been built, and some are being urgently constructed so that people can celebrate Tet (Lunar New Year) in a warm and joyful atmosphere.

“In addition to state support funds, beneficiaries can borrow capital from the Social Policy Bank under Government Decree 28. To help people access capital, the district has focused on disseminating regulations and guidelines for lending to ethnic minority households in particularly difficult circumstances. The locality has established a monitoring and inspection team to check the implementation of the National Target Program 1719 in the district, including urging the acceleration of housing construction for the people,” Mr. Thach added.

Quang Nam: Over 400 billion VND allocated to support the demolition of more than 15,000 temporary and dilapidated houses.
