Contractors working on the storm shelter and mooring area project for fishing boats in Co To island district ( Quang Ninh province ) are working through the night with the determination to complete the project on schedule.

On the afternoon of December 7th, despite it being a weekend, large trucks were still busy transporting soil and rocks for leveling the ground along the road connecting the fishing logistics service area with the road leading to the Co To port; rollers and bulldozers were rapidly leveling the land.
To date, the embankment system along the road has been completed, and approximately two-thirds of the road surface has been compacted.
The road connecting the Co To harbor area to the pier is gradually taking shape.
Along the road, a section of the embankment protecting the water area has already taken shape, with a length of about 100 meters.
In the area where components for the construction of the breakwater are being cast, machinery, equipment, and personnel are being mobilized to the maximum extent.
Located on the other side of the larger Co To island, the Truong Xuan bay anchorage area in Dong Tien commune is seeing rapid construction work being carried out by contractors in various directions. From the distant shore, one can see cranes on barges diligently dredging the shipping channel and digging foundations.
The construction site is bustling with activity, with three shifts and four teams working to speed up progress.
Mr. Luong Van Phong, a road roller driver for Sa Vi Consulting and Construction Joint Stock Company, the unit constructing the road, shared that he is from Dien Bien and has been working on the island for over a month. Seeing his fellow drivers working day and night, Phong also tries to keep up with his colleagues.
"Before coming here, I worked on a project on the mainland, so I haven't been home to visit for the past four months. Although I miss my family, the contractor's overtime policy is very good, so I decided to focus on work so I can have money to take care of my family when I go home for Tet," Phong proudly shared.
Mr. Vu Van Phap, an officer from the Field Laboratory of the Civil and Industrial Construction Consulting Joint Stock Company, said while working with colleagues to carry out technical procedures to support the construction: "The contractor works day and night, so the testing department is always on-site to ensure the progress."
The overall situation at Co To fishing port reveals many shortcomings, forcing boats and ships to move elsewhere whenever there are storms or strong winds.
Mr. Nguyen Minh Phuong, an officer from the Project Management Department of the Quang Ninh Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Projects, shared that this is the construction area for the project of a storm shelter and mooring area for fishing boats in Co To island district.
The project has two components: the Co To harbor area and the Truong Xuan bay anchorage area. In this area, 42% of the wave-breaking structures have been completed, 27% of the mooring buoys have been completed, and 63.5% of the connecting road to the Co To port has been completed.
The Truong Xuan bay area covers 48.49 hectares, with a dredging volume of 1.15 million cubic meters. Currently, contractors are deploying 1 dredging vessel, 4 sand suction vessels, 2 grab dredgers, 2 stone transport barges, 1 bottom discharge barge, and 2 deck excavators... As a result, 37.3% of the project's work has been completed.
"Currently, the weather is favorable, so contractors are focusing their manpower and equipment to work three shifts and four teams to accelerate the construction progress. The project will be implemented over 24 months, and construction started in early December 2023. With the current construction speed, the project will certainly be completed on schedule," Mr. Phuong shared.
Striving to bring the project to completion.
Reportedly, the project for a fishing boat mooring area in Co To has been approved by the Ministry of Agriculture and Rural Development with a total investment of nearly 660 billion VND, of which nearly 500 billion VND comes from the central government budget and nearly 160 billion VND from the Quang Ninh provincial budget.
The contractor is fully preparing the necessary components for the construction of the breakwater at Co To fishing port.
The project commenced on December 6, 2023, as a regional-scale storm shelter and anchorage area, meeting the mooring needs of 1,200 fishing vessels with a capacity of up to 800 horsepower.
The project includes the following components: the Co To harbor area accommodating 360 vessels from 90-800 horsepower; construction of a breakwater on the north side; a connecting road from the port to the fisheries logistics service area; the Truong Xuan bay area accommodating 840 vessels from 200 horsepower and below; construction of a boarding and disembarking point for fishing vessels; a connecting road; and a channel leading to the mooring area.
Mr. Pham Phuc Quang, Director of the Quang Ninh Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Projects - the project's investor - said that during the project implementation, the unit closely coordinated with Co To district to exchange information and advise superiors on resolving any difficulties or obstacles that might arise.
"Currently, we are closely monitoring the site to urge contractors to expedite the work, concentrating manpower and machinery to take advantage of favorable weather conditions to implement construction items, striving to complete the project on schedule," Mr. Quang said.
