The Government Office issued Notice No. 682/TB-VPCP dated December 11, 2025, summarizing the conclusions of Prime Minister Pham Minh Chinh - Head of the Steering Committee - at the 22nd meeting of the State Steering Committee for important national and key projects in the transport sector.
The announcement stated: In 2025, the Steering Committee held 7 meetings. The Prime Minister, Deputy Prime Ministers, and Ministers, leaders of ministries and localities regularly and periodically monitored and inspected the projects, resolving many difficulties and obstacles related to key transportation projects and accelerating their implementation. Many projects under the Steering Committee, such as component projects of the North-South Expressway and the Tan Son Nhat T3 passenger terminal, have been completed ahead of schedule, contributing to socio- economic development and the target of over 8% growth in 2025.
According to a report by the Ministry of Construction, by December 19, 2025, 3,188 km of expressways will be completed and opened for technical traffic; 1,700 km of coastal roads will be completed; and phase 1 of Long Thanh International Airport will be completed, meeting the goal of serving technical flights. With these results, the objectives of promoting investment in transportation infrastructure set out in the Resolution of the 13th National Congress of the Communist Party of Vietnam will be basically achieved. The completion of key transportation projects will create new added value for land, new development spaces, reduce travel time and transportation costs, reduce input costs for products, increase the competitiveness of goods, reduce logistics costs, and facilitate travel for people and businesses, especially during the 2026 New Year and the Lunar New Year (Year of the Horse).
Therefore, it is necessary for the managing agencies to continue to build on the achievements already made, to make greater efforts, and to be more determined in implementing tasks to ensure the projects are completed on schedule.
Strive to complete projects on schedule.
The Prime Minister remarked: Despite the storms, floods, and heavy rains that occurred in October and November, far exceeding the peaks of the past several decades, localities, ministries, and sectors, especially project management boards, investors, contractors, and consultants, have remained committed to the projects, maintaining their determination with the spirit of "overcoming the sun, conquering the rain, not losing to the storms," working "three shifts, four teams," "working through Tet holidays and weekends," "working day and night, taking advantage of every opportunity to work on weekends," and "working day and night, taking advantage of every opportunity to work on weekends." On behalf of the Government, the Prime Minister, Head of the Steering Committee, warmly commended the spirit of the investors, contractors, consultants, and workers on the construction site and thanked the people in the project area for their support, protection, and assistance in overcoming the consequences of the natural disaster, and for readily giving up their homes and stable production and business locations that had existed for hundreds of years to hand over the land for the projects.
With only 10 days remaining until December 19, 2025, many projects and works still have a large volume of work to be completed. Therefore, it is necessary for the managing agencies to continue building on the achievements already made, to make even greater efforts and be more determined to implement tasks to ensure the timely completion of projects. Strengthen inspection and supervision, and combat corruption, negative practices, and waste. Accelerate implementation progress while always prioritizing quality management; speed must not come at the expense of quality. Attention must be paid to ensuring labor safety, and national projects must be "green," "clean," "beautiful," and "environmentally hygienic." At the same time, continue to care for the lives of the people, especially those who have given up their land for project implementation, ensuring that their new homes are better than or equal to their old ones, and preventing complaints and grievances.
The Prime Minister noted that in order to achieve the goal of putting into operation 3,188 km of expressways, approximately 1,700 km of coastal roads, and basically completing phase 1 of Long Thanh International Airport, despite the efforts of the agencies in the past period, there must be absolutely no complacency in the remaining time. He requested that ministries, sectors, localities, and members of the Steering Committee continue to improve and be more decisive in order to successfully complete this particularly important political task.
The Prime Minister requested that each Ministry, sector, locality, official, civil servant, worker, investor, and consulting unit actively innovate their thinking and working methods, overcome difficulties, especially weather conditions; mobilize all resources, equipment, and machinery to accelerate progress and complete the projects under the list of 3,188 km of expressways, 1,700 km of coastal roads, and basically complete phase 1 of Long Thanh International Airport; review and complete all procedures according to regulations to successfully organize the inauguration ceremony of the projects on December 19, 2025, in accordance with the Prime Minister's directive.
The Ministry of National Defence, upholding the spirit of "Uncle Ho's soldiers, the people's army," directed military regions to provide vehicles, equipment, and personnel to contractors with the goal of combining national defence tasks, combat training tasks, civilian support tasks, and production tasks to ensure the timely completion of the 3,188 km of expressway projects.
Project Management Boards and contractors should promote a spirit of mutual support and assistance; units that have completed their tasks should support those that have not yet completed their tasks according to the above objectives.
Local authorities are mobilizing the Fatherland Front, youth forces, and other organizations to continue participating in the common goal of ensuring the completion and opening of the 3,188 km of expressway projects in 2025 as planned.
Long Thanh International Airport is scheduled to begin commercial operations in early 2026.
Regarding the first phase of the Long Thanh International Airport project, the Prime Minister affirmed that this is a project of đặc biệt importance, receiving the attention and guidance of the General Secretary, the leaders of the National Assembly, and the Government. With very little time remaining to prepare for the December 19, 2025 deadline, and a large volume of work still to be done, the Prime Minister requested that ministries, agencies, and managing bodies, especially the Vietnam Airports Corporation (ACV), urgently review the remaining tasks and focus even more on ensuring the basic completion of the construction items of Long Thanh International Airport, organizing the inauguration ceremony for the projects and the launch of the first flight at Long Thanh International Airport.
The Vietnam Airports Corporation (ACV) needs to specifically identify the tasks requiring support and coordinate with Military Region 7 to mobilize military forces to assist in certain "rapid" construction items, ensuring completion by December 19, 2025; while also being accountable to the Party, Government, Prime Minister, and the People for the project's progress. Alongside technical flight preparations, it is necessary to continue completing the remaining items, paying attention to the surrounding landscape and connecting roads… ensuring full compliance with standards, conditions, and procedures as stipulated for commercial operation in early 2026. ACV, in coordination with Military Region 7, the Engineering Command, and the Ministry of Construction, should focus all resources on this project.
Regarding preparations for the groundbreaking, inauguration, and technical opening ceremonies of projects on December 19, 2025, to celebrate the 14th National Congress of the Communist Party of Vietnam, the Prime Minister requested localities to continue reviewing projects, registering additional projects; to be responsible for ensuring full compliance with regulations, procedures, and conditions for inauguration and groundbreaking ceremonies according to the law; and to make the best preparations at the venues serving the groundbreaking, inauguration, and technical opening ceremonies of the projects. Hanoi and Ho Chi Minh City should review and select significant projects to serve as venues for inviting Party and State leaders to participate in the ceremonies.
The Ministry of Construction continues to preside over and coordinate with the Government Office, relevant ministries, sectors, and localities to compile a list of projects and works; and coordinate with Vietnam Television, Viettel, and VNPT to prepare the groundbreaking and inauguration ceremonies, ensuring they are solemn, safe, and economical.
Vietnam Television (VTV) will immediately implement the tasks assigned in Official Dispatch No. 253/CĐ-TTg dated December 1, 2025, to produce a documentary film summarizing the investment and construction process of infrastructure for the entire period of 2021-2025, contributing to creating momentum and a spirit of emulation to achieve accomplishments in chào mừng the 14th National Party Congress, especially for projects and works to be inaugurated or commenced on December 19, 2025.
Contract bonuses are awarded to contractors who complete projects ahead of schedule.
Ministries, sectors, investors, and project management boards shall review and propose awards for individuals and collectives, especially cadres and workers on construction sites who have actively and diligently implemented assigned tasks according to regulations, particularly for projects completed and put into operation ahead of schedule, with quality, safety, and efficiency, contributing to the achievement of the goals of the 13th National Congress of the Communist Party of Vietnam. These proposals shall be submitted to the Ministry of Interior for consideration and presentation to the competent authority for awarding on December 19, 2025.
The Ministry of Interior is urgently reviewing the nominations for awards, ensuring compliance with regulations, but also expediting the process to ensure the awards can be presented on December 19, 2025.
The Ministry of Finance, in coordination with local authorities and the Ministry of Construction, will implement contract bonuses for contractors who complete projects ahead of schedule, in accordance with the provisions of Government Decree 15/2023/ND-CP dated April 25, 2023...
