2,527 land acquisition projects in 2025 in Hanoi

On the morning of December 10, at the 20th session, delegates of the Hanoi People's Council voted to approve the list of 2,527 land acquisition projects in 2025.

Reporting to the Hanoi People's Council, Director of the Department of Natural Resources and Environment Le Thanh Nam said that in 2024, the City People's Council approved a list of 3,311 land acquisition projects in 2024 with a total area of ​​14,442.37 hectares; 104 projects to convert rice-growing land with a total area of ​​329.868 hectares and 1 project to convert protective forest land with an area of ​​nearly 0.4 hectares.

The results of land acquisition, land allocation, land lease, and land use conversion by December 31, 2024 are estimated to reach over 60%. According to the Director of the Department of Natural Resources and Environment, there are still a number of projects approved by the City People's Council in 2024 that are slow to be implemented and have not been completed on schedule. The subjective reason is that the preparation and proposal of the list of land acquisition projects and the list of projects to convert the purpose of rice cultivation land are still lacking in practice. Many localities have not prepared well the conditions for site clearance, leading to some projects being delayed and limited. Objectively, 2024 is the year when the 2024 Land Law takes effect with many new regulations on land recovery, land allocation, land lease, land use purpose conversion, land price determination, etc. Therefore, the processes and procedures have changed, the District People's Committee needs to review and adjust them to comply with current regulations, so it takes more time. A group of people whose land has been recovered have the mentality of waiting for the Land Law to take effect to enjoy more policies, so they do not cooperate or are slow to hand over the site. In addition, determining specific land prices to calculate compensation when the State recovers land still faces many difficulties. Many land price consulting units are not enthusiastic in participating in land price determination. The land use rights market is still limited, the land use rights transfer price does not reflect the actual transaction price, and input information for applying land valuation methods is inaccurate and unreliable; Many types of land and areas do not have information on land use rights transfer prices... Regarding the list of land acquisition projects and works in 2025 and projects to convert rice-growing land use purposes in Hanoi, the City People's Committee submitted to the City People's Council a resolution approving the list of 2,527 land acquisition projects in 2025 with a total area of ​​9,917.71 hectares; the list of 430 projects to convert rice-growing land use purposes with a total area of ​​1,095.66 hectares. Regarding the budget for compensation and site clearance, based on the list of projects approved by the City People's Council, projects using city budget capital included in the city's public investment plan are balanced in the Resolution on allocating the city's budget estimate in 2025 of the City People's Council. Projects under district-level budgets are for districts, towns and cities to arrange.
