Enhancing the role of various forces in disaster relief efforts.

On June 20, 2025, on behalf of the Standing Committee of the Provincial Party Committee, Comrade Lai The Nguyen, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies, signed and issued Document No. 2337-CV/TU on strengthening leadership and guidance in disaster prevention, response, and mitigation in the province.

According to the official document, in recent times, the situation of natural disasters nationwide in general, and in the province in particular, has become increasingly complex, extreme, and unpredictable, causing heavy losses of life and property, seriously affecting the ecological environment, people's lives, and socio-economic development in the province.

Although all levels, sectors, and people in the province have made many efforts in disaster prevention, response, and recovery, practical experience shows that this work still has limitations and shortcomings, especially in forecasting, developing response plans, organizing implementation at the grassroots level, and mobilizing and allocating local resources.

In accordance with the directive of the Standing Committee of the Central Party Secretariat in Document No. 65-CV/TW dated June 13, 2025, on proactively preventing, responding to, and mitigating the consequences of natural disasters, the Provincial Party Standing Committee requests all Party committees, government agencies, the Fatherland Front, and political and social organizations to seriously and comprehensively implement the five key contents effectively and decisively.

Strengthen comprehensive leadership and guidance in disaster prevention, response, and recovery efforts.

Identifying the strengthening of comprehensive leadership and guidance in disaster prevention, response, and recovery as a crucial, ongoing, and long-term political task for the entire political system and society as a whole.

Focus on thoroughly understanding and seriously implementing the Party's guidelines, State policies and laws, and provincial policies on disaster prevention and control. The focus is on the Law on Disaster Prevention and Control; Directive No. 42-CT/TW dated March 24, 2020, of the Party Central Committee on strengthening the Party's leadership over the work of preventing, responding to, and mitigating the consequences of natural disasters; and Plan No. 200-KH/TU dated May 29, 2020, of the Provincial Party Standing Committee on implementing Directive No. 42-CT/TW dated March 24, 2020, of the Party Central Committee...

We must resolutely overcome subjective and negligent attitudes in disaster prevention, response, and recovery; clearly define responsibilities and decentralization, emphasize the accountability of leaders, and ensure close coordination between Party committee guidance and government administration.

Proactively develop scenarios and response plans for each level of natural disaster risk according to the "four on-the-spot" principle, ensuring they are specific and closely aligned with the practical conditions of each locality and unit.

Strengthening propaganda and raising awareness, responsibility, and disaster response skills among officials, Party members, and all segments of the population.

Strongly innovate the content and methods of propaganda towards practicality, ease of understanding, and suitability for each target group and locality; strengthen forecasting and provide specific guidance on self-protection measures and safe and effective response to natural disasters.

Organize training and skill development programs on disaster prevention, evacuation, rescue, and relief for forces working in disaster prevention and control at the grassroots level and in communities, especially in areas frequently affected by natural disasters.

Promoting the pivotal role of the Vietnam Fatherland Front and political and social organizations in mobilizing and supporting people to overcome the consequences of natural disasters and stabilize their lives.

Timely commendation and replication of exemplary models, spreading the spirit of mutual support and compassion, and promoting the strength of national unity in responding to and overcoming the consequences of natural disasters.

Review and strengthen the organizational structure and personnel involved in disaster prevention, control, and search and rescue operations.

Urgently review and strengthen the organizational structure and specialized and semi-specialized forces for disaster prevention, control, and search and rescue from the provincial to the grassroots level, ensuring sufficient numbers, clear functions and responsibilities, adequate operational capacity, and suitability to the two-tiered local government organizational model.

Selecting and assigning competent, experienced, courageous, and highly responsible personnel to key positions within the disaster response command and coordination system.

Proactively develop, adjust, and update response plans and strategies for each level of risk and each type of natural disaster.

Regular inspections, assessments, and drills should be conducted in key high-risk areas to enhance practical response capabilities.

Strengthen synchronized and close coordination among agencies, units, and localities; promote the role of the armed forces, businesses, political and social organizations, and the people in preparing human resources, material resources, equipment, and means according to the "four on-the-spot" principle.

Prioritize budget allocation and proactively integrate medium-term and long-term public investment resources for key projects in disaster prevention and control. Simultaneously, actively mobilize and effectively leverage support from the central government, international organizations, the business community, and other legitimate resources.

Proactively propose amendments, additions, and improvements to mechanisms and policies on disaster prevention and control.

The Party Committee of the Provincial People's Council and the Standing Committee of the Party Committee of the Provincial People's Committee are directing relevant agencies to urgently review and summarize practical difficulties in implementation in order to proactively propose to competent authorities amendments, additions, and improvements to the system of legal documents, mechanisms, and policies on disaster prevention and control, ensuring they are complete, feasible, consistent, and appropriate to reality.

The research aims to develop appropriate mechanisms and policies to effectively mobilize social resources and promote investment in disaster prevention and mitigation infrastructure in a long-term, sustainable manner. Simultaneously, it proposes adjustments and additions to technical standards, norms, and support mechanisms to suit the level of disaster risk and the conditions of each locality.

Emphasis should be placed on effectively integrating disaster prevention and control content into provincial planning, planning for vulnerable regions, and relevant sectoral and field planning.

Enhancing the capacity for forecasting and warning of natural disasters.

Focus on improving disaster forecasting and warning capabilities in a modern way, ensuring accuracy, timeliness, and accessibility for local authorities and the public.

Promote the application of science and technology in monitoring, forecasting, communication, surveillance, and disaster response management, towards automation, digitalization, and inter-sectoral and inter-regional data connectivity.

Priority should be given to investing in upgrading the network of rain gauges, water level monitoring stations, and systems for warning against flash floods, landslides, and flooding in high-risk areas throughout the province.

Promote the application of artificial intelligence, big data, and integrated hydro-meteorological forecasting models to support the development of early warning scenarios, serving guidance and management that closely aligns with real-world developments.

Expanding international cooperation, enhancing information and experience sharing, and accessing financial resources and advanced technologies are crucial for effective disaster risk management and adaptation to climate change and increasingly frequent extreme weather events.

The official document assigns the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to lead the Provincial People's Committee in regularly monitoring, inspecting, and urging the implementation of directives from the Central Government and the province on preventing, responding to, and mitigating the consequences of natural disasters; and to periodically review, summarize, and report the results of implementation to the Provincial Party Standing Committee.
