5 key tasks to enhance the effectiveness of disaster prevention, response and recovery in the province

Promoting the role of forces in overcoming the consequences of natural disasters.

On June 20, 2025, on behalf of the Provincial Party Committee Standing Committee, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation signed and issued Official Dispatch No. 2337-CV/TU on strengthening leadership and direction in the work of preventing, responding to, and overcoming the consequences of natural disasters in the province.

According to the content of the document, in recent times, the natural disaster situation in the country in general and in the province in particular has become increasingly complicated, extreme, and unusual, causing heavy damage to people and property, seriously affecting the ecological environment, people's lives, and socio -economic development in the province.

Although all levels, sectors and people in the province have made many efforts in the work of preventing, responding to and overcoming the consequences of natural disasters; however, in reality, this work still has limitations and shortcomings, especially in the stages of forecasting, developing response plans, organizing implementation at the grassroots level and mobilizing and allocating local resources.

Strengthening leadership and comprehensive direction in the work of preventing, responding to, and overcoming the consequences of natural disasters

Identifying strengthening leadership and comprehensive direction of disaster prevention, response, and overcoming consequences as an important, regular, and long-term political task of the entire political system and society.

Focus on thoroughly grasping and seriously implementing the Party's guidelines, policies and laws of the State and the province on natural disaster prevention and control. The focus is on the Law on Natural Disaster Prevention and Control; Directive No. 42-CT/TW dated March 24, 2020 of the Secretariat on strengthening the Party's leadership in the work of preventing, responding to and overcoming the consequences of natural disasters; Plan No. 200-KH/TU dated May 29, 2020 of the Provincial Party Standing Committee on implementing Directive No. 42-CT/TW dated March 24, 2020 of the Secretariat...

Resolutely overcome subjectivity and negligence in the work of preventing, responding to, and overcoming the consequences of natural disasters; clearly assign and decentralize tasks, promote the responsibility of leaders, and ensure close connection between the direction of Party committees and the administration of the government.

Proactively develop scenarios and response plans for each level of natural disaster risk according to the "4 on-site" motto, ensuring specificity and closeness to the practical conditions of each locality and unit.

Strengthening propaganda, raising awareness, responsibility and disaster response skills for cadres, party members and people of all walks of life.

Strongly innovate the content and methods of propaganda in a practical, easy-to-understand direction, suitable for each subject and locality; strengthen forecasting and provide specific guidance on self-protection measures and safe and effective response to natural disaster situations.

Organize training and coaching on disaster prevention, evacuation, rescue and relief skills for disaster prevention and control forces at the grassroots level and in residential communities, especially in areas frequently affected by natural disasters.

Promote the core role of the Vietnam Fatherland Front and socio-political organizations in mobilizing and supporting people to overcome the consequences of natural disasters and stabilize their lives.

Timely commend and replicate typical examples, spread the spirit of mutual love and support, promote the strength of national solidarity in responding to and overcoming the consequences of natural disasters.

Review and strengthen the organization and force for disaster prevention, control, search and rescue work.

Urgently review and consolidate the organization, apparatus, and specialized and semi-specialized forces for disaster prevention, control, search and rescue from the provincial to grassroots levels, ensuring sufficient numbers, clear functions and tasks, and sufficient operational capacity, in accordance with the two-level local government organization model.

Select and arrange competent, experienced, courageous and highly responsible staff to serve as core staff in key positions in the command and coordination system for natural disaster response.

Proactively develop, adjust, and update response plans and strategies for each risk level and each type of natural disaster.

Organize periodic inspections, assessments, and drills in key high-risk areas and locations to improve response capacity in practice.

Strengthening synchronous and close coordination among agencies, units and localities; promoting the role of armed forces, enterprises, socio-political organizations and people in preparing human resources, material resources, equipment and means according to the motto "4 on-site".

Prioritize budget allocation, proactively integrate medium- and long-term public investment resources for key projects on natural disaster prevention and control. At the same time, actively mobilize and effectively seek support from the Central Government, international organizations, the business community and other legal resources.

Proactively propose amendments, supplements and improvements to mechanisms and policies on natural disaster prevention and control.

The Provincial People's Council Party Committee and the Provincial People's Committee Party Committee Standing Committee led the relevant agencies to urgently review and synthesize the difficulties in the implementation process to proactively propose to competent authorities to amend, supplement and perfect the system of legal documents, mechanisms and policies on natural disaster prevention and control, ensuring completeness, feasibility, consistency and suitability with reality.

Research and develop appropriate mechanisms and policies to effectively mobilize social resources, promote investment in infrastructure for disaster prevention and control in a long-term and sustainable manner; at the same time, propose adjustments and supplements to technical standards, norms, and support mechanisms appropriate to the level of disaster risk and conditions of each locality.

Focus on effectively integrating disaster prevention and control contents into provincial planning, planning of vulnerable areas, and related sectoral and field planning.

Improving disaster forecasting and warning capacity

Focus on improving the capacity to forecast and warn of natural disasters in a modern direction, ensuring accuracy, timeliness and accessibility for local authorities and people.

Promote the application of science and technology in monitoring, forecasting, transmitting information, supervising and directing disaster response, towards automation, digitalization, and inter-sectoral and inter-regional data connection.

Prioritize investment in upgrading the network of rain gauges, water level gauges, flash flood, landslide and inundation warning systems in high-risk areas in the province.

Promote the application of artificial intelligence, big data and integrated hydrological-meteorological forecasting models to support the development of early warning scenarios, serving direction and operation close to practical developments.

Expand international cooperation, enhance information and experience sharing and access to financial resources and advanced technology to serve disaster risk management, effectively adapt to climate change and increasingly extreme weather patterns.

The official dispatch assigned the Standing Committee of the Provincial Party Committee to lead the Provincial People's Committee to regularly monitor, inspect and urge the implementation of the Central and Provincial directives on prevention, response and overcoming the consequences of natural disasters; periodically review, summarize and report to the Standing Committee of the Provincial Party Committee on the implementation results.
