To prepare content for the 2024 year-end regular session of the 14th Provincial People's Council, on November 22nd, the Legal Affairs Committee of the Provincial People's Council conducted an examination of the reports on the results of the implementation of tasks in 2024 by the Provincial People's Procuracy, the Provincial People's Court, and the Provincial Civil Enforcement Department.
According to the report of the Provincial People's Procuracy, in 2024, the two-level procuracy system of the province exercised its power of prosecution and supervision, handling 1,143 new cases/2,451 defendants, an increase of 128 cases and 92 defendants compared to the same period in 2023. The responsibility of prosecution in criminal investigation activities was strengthened, and the quality of argumentation by prosecutors at trials was improved. 100% of cases were resolved in accordance with the law, with no cases of wrongful conviction. Through the control of judicial activities, 725 opinions and appeals were issued, contributing to ensuring compliance with the law by judicial agencies and improving the effectiveness of state management by relevant agencies. At the same time, the procuracy advised the Party Committee and the government on improving the effectiveness of combating violations and crimes; contributing to maintaining political security and social order.
Reviewing the report of the Provincial People's Procuracy, the Legal Affairs Committee of the Provincial People's Council highly appreciated the report on the results of the year's work of the provincial procuracy. The delegates requested the unit to supplement data and clarify some contents related to the quality of criminal case supervision, the quality of appeals, the handling of complaints and denunciations; the exercise of prosecutorial power and supervision of criminal trials; appeals for retrial; and the work of disseminating and educating the public on the law...
According to the report of the Provincial People's Court, in 2024, the two-level People's Courts of the province handled 5,261 cases, a decrease of 2 cases compared to the same period; they resolved and adjudicated 4,608 cases of all types, an increase of 425 cases compared to the same period; achieving an overall resolution rate of 87.59%. Most of the remaining cases are still within the legally prescribed time limit and are being further considered and resolved. The quality of adjudication is ensured, with the right person being convicted for the right crime, in accordance with the law, with no wrongful convictions and no criminals escaping justice... This contributes to maintaining political security and social order to attract investors to the province; discipline and public service order are strengthened.
Reviewing the report of the Provincial People's Court, the Legal Affairs Committee of the Provincial People's Council requested the unit to analyze and clarify the data and content related to the nature, behavior, and developments of crime; the quality of resolving and adjudicating criminal, civil, and administrative cases; specific recommendations and proposals for localities and the province; and the reasons for the low rate of resolution and handling of some types of cases...
According to the provincial Enforcement Department's report, in 2024, the Department completed the enforcement of 7,553 cases, an increase of 1,151 cases compared to the same period in 2023. The unit focused on resolving cases that were eligible for enforcement; paying attention to key enforcement cases, cases related to credit and banking, and cases involving the recovery of money and assets lost to the State in criminal cases related to corruption and economic crimes. The review of exemptions and reductions in enforcement, corrections, and explanations of judgments were carried out correctly and transparently. Enforcement of judgments was conducted safely and rigorously, totaling 329 cases, an increase of 162 cases compared to 2023.
Reviewing the report of the Provincial People's Council's Enforcement Department, the Legal Affairs Committee of the Provincial People's Council requested the unit to analyze and clarify the results of several indicators and contents related to the enforcement of administrative judgments; coercive enforcement of judgments in serious cases; some cases with conditions for enforcement that have remained unfinished for more than one year; and the quality of staff in performing their duties...
Concluding the review session, Ms. Pham Thi Hong Hanh, Head of the Legal Affairs Committee of the Provincial People's Council, requested that the units fully incorporate the feedback received; and promptly supplement and finalize the report to be submitted at the 23rd Session - the year-end regular session of the Provincial People's Council.
