According to the Ministry of Construction , as of the afternoon of November 27, many key areas are still making efforts to open roads, overcome landslides, and ensure rescue work and smooth traffic before the storm makes landfall.

During the peak days of floods, functional forces of the Ministry of Construction were present directly at the scene of landslides in Da Nang, Quang Ngai, Gia Lai, Khanh Hoa, Dak Lak and Lam Dong to direct urgent handling.
Although many national highways have been promptly reopened, the large volume of landslides has caused some locally managed roads to remain blocked. National Highway 27C through Khanh Hoa alone has 12 blockages, many of which require the mobilization of military forces to break rocks and blast mines to clear obstacles, while Lam Dong is also urgently handling three landslides on National Highway 27C and National Highway 20. Localities aim to clear one lane before the beginning of December to serve the needs of travel, rescue and transport of essential goods for people in flooded areas.
Along with overcoming the consequences of floods, the Ministry of Construction and its affiliated units are entering a new phase of response to the complicated developments of storm No. 15.
According to the meteorological agency's warning, the storm maintains a strong intensity of level 12, gusting to level 15, with the potential to cause heavy to very heavy rain from Da Nang to Lam Dong. The storm's circulation combined with the ground being saturated with water for many days increases the risk of landslides, flash floods and deep flooding in low-lying areas.
Faced with this situation, the Ministry of Construction requested units to “respond early and from afar”, considering ensuring people’s safety as an absolute priority. Authorities continue to check dangerous areas, organize traffic diversion from afar, erect barriers at deeply flooded or unsafe locations, and be ready to rescue when necessary.
In localities with traffic congestion, the Department of Construction is assigned to completely handle the remaining isolated locations, and closely coordinate with road, railway, and waterway management forces to maintain smooth routes for rescue services.
