On November 10, the Ho Chi Minh City Department of Education and Training announced the conclusion of the inspection and survey of administrative reform (AR) work, IT application and digital transformation in the field of education and training by 2025.
Previously, the department established 6 inspection teams to conduct direct surveys at units in 3 areas in Ho Chi Minh City.
Accordingly, all inspected and surveyed units have proactively deployed and implemented the administrative reform work plan; established and consolidated the Steering Committee for administrative reform, digital transformation and Project 06; and made periodic reports on schedule. However, the plans of the units are still general, not specific, not put into practice, and some contents are not suitable for the functions and tasks of the units.
In the survey of parents' and students' satisfaction with the quality of public education activities and services, some units still reported survey results that did not meet requirements. The reports did not clearly analyze the satisfaction rate of the criteria for each specific subject, did not propose implementation solutions, and did not compare satisfaction rates between years.
Regarding administrative reform work, there are still some units that have not clearly posted the schedule for receiving citizens on the school website; and have not distinguished between the regular schedule for receiving citizens of the unit head and the schedule for management and administration of the management team.

According to the Department of Education and Training of Ho Chi Minh City, the assignment of tasks to principals and vice principals has not reflected teaching duties as prescribed.
In particular, some decisions on assigning tasks to principals and vice principals do not reflect teaching tasks as prescribed, but are only shown in the general teaching schedule of the whole school.
Regarding the number of teaching hours of teachers in the 2024-2025 school year, the units have not yet assigned enough hours to the teaching staff. In addition, some units have not assigned appropriate work positions.
Regarding the disclosure of the beginning of the year fees: The units have publicly disclosed the fees for teachers and parents in the school newsletter and notified each student and parent. However, some schools lack the minutes of the pedagogical council meeting, the minutes of the parent-teacher representative meeting, and the minutes of the classroom meeting for the records of publicly disclosing the beginning of the year fees.
