Accordingly, in the morning, the city delegation conducted on-site inspections of construction projects in Soc Son, Me Linh, and Hoai Duc districts; in the afternoon, they continued inspections in Ha Dong, Thanh Oai, and Thuong Tin districts.

During a site inspection of construction in Soc Son, Me Linh, and Hoai Duc districts, Hanoi Party Secretary Dinh Tien Dung expressed his pleasure and highly appreciated the urgent and responsible work of the agencies, units, contractors, and localities. Thanks to this, the 13km section north of the Red River is expected to be completed by the end of 2024; the 19km section in Hoai Duc district is also expected to be completed by mid-2025.

Currently, contractors working on other sections are also striving for similar progress; therefore, the parallel road section of the Ring Road 4 Project will essentially be completed by mid-2025.

Reporting at a meeting held at the Vinaconex contractor's office in Hoai Duc district, Nguyen Chi Cuong, Director of the Hanoi City Transport Construction Investment Project Management Board, stated that for Component Project 1.1, the entire city has approved and acquired 763.86/791.21 hectares of land, reaching 96.54%. To date, localities have basically completed the surveying, counting, and verification of land ownership.

In particular, Soc Son and Thuong Tin districts have completed the approval of land use plans. The Project Management Board has received 714.15/763.86 hectares, reaching 93.49% of the cleared land area. The number of relocated graves has reached 7,899/9,263 graves, equivalent to 85.27%. The districts have built 13 resettlement areas, with a total area of 32.5 hectares.

Specifically, in Component Project 2.1, 32 construction teams were organized along the entire parallel road, including 2 teams for road construction and 9 teams for bridge construction. Mr. Nguyen Chi Cuong also stated that the issue of soil and sand materials for construction has been largely resolved.

One of the biggest challenges is the procedural issue for implementing Component Project 3 (PPP project, expressway). According to Vice Chairman of the Ho Chi Minh City People's Committee Duong Duc Tuan, if efforts are not made to start this component project in June 2024, it will be very difficult to meet the set deadline.

Following this, the City Party Secretary and the inspection team held a working session with the seven districts and counties through which the project passes. The leaders of these seven districts and counties reported on and proposed several solutions to the city to address difficulties and obstacles; they also committed to completing the assigned tasks on schedule. One of the biggest difficulties is the procedural issue for implementing Component 3 of the project (PPP project, expressway).

Concluding the inspection, Hanoi Party Secretary Dinh Tien Dung commended the districts and counties through which the Ring Road 4 project passes for their commitment to completing land clearance before March 30, 2024; and highly appreciated the contractors' commitment to working throughout the Tet holiday and striving to finish ahead of schedule.

The Head of the Steering Committee for the Construction of Ring Road 4 in the Capital Region requested that the immediate task be to continue focusing intensely on completing land clearance as committed. Departments and agencies need to coordinate closely to resolve all difficulties and obstacles faced by districts and counties; expedite procedures, and apply the most beneficial mechanisms and policies for the people.

In addition, City Party Secretary Dinh Tien Dung also requested the leaders of the City People's Committee to increase visits to the grassroots level, directly listen to the opinions and suggestions of localities and contractors in order to focus on resolving obstacles, uphold discipline, and make the most of every day to accelerate project implementation.

Regarding the exploitation of material quarries for the project, the Secretary of the Hanoi City Party Committee noted that agencies, units, and localities must strictly implement specific regulations, prioritizing the project, especially regarding the exploitation of sand and soil materials for the project; absolutely no mistakes or violations of the law should occur. The head of the Hanoi City Party Committee emphasized that any violations will be severely punished.
