Develop and promulgate mechanisms and policies to attract the community, technology enterprises, and social organizations to actively and effectively participate in the "Digital Education for All" Movement ( completed by June 2025 ).
Building a digital skills dissemination program
Develop a universalization program suitable for the digital skills framework of each universalization target group, focusing on core content, enhancing practice and application in work and life ( completed by May 2025 ).
Compile and publish documents and lectures for each popularization program that are diverse in genre (text, images, audio, video , presentations), concise, easy to understand, easy to implement, deploy for both teachers and learners, suitable for posting on online platforms, meeting the needs of a large number of participants ( completed by June 2025 ).

Building the foundations
Build, organize, operate and maintain the national massive open online learning platform (MOOCs) "Digital Education for All" to train, foster and popularize knowledge about digital transformation and digital skills for all subjects ( operational from April 2025 ).
Build, organize, operate and maintain an integrated platform with VNeID to promote digital transformation, identify and authenticate learners, serve training, evaluate and confirm the level of universalization of digital skills and digital capacity in an automatic direction.
Build, organize, operate and maintain digital services and platforms in many fields and professions for people to practice and use immediately during the process of training digital skills. Thereby, people see the benefits and actively participate in the digital transformation process.
Develop a virtual assistant to support learning basic knowledge about digital transformation and develop digital skills based on natural language processing technology. The system uses artificial intelligence to personalize learning content, ensuring an experience that is appropriate to the level and needs of each user.
