Mr. Le Minh Thu - Head of the Department of Culture and Society of Yen Khuong Commune - said that at the time of the incident, the two injured victims had many serious landslides on the road from Yen Khuong Commune Health Station to Xang Hang Village after heavy rain and floods caused by Storm No. 5, so cars could not pass through.
