Specifically, the Ministry of Transport has proposed an additional 2,954 billion VND in the 2024 plan for Group B projects that are currently underfunded.
In addition, approximately 1.24 trillion VND from increased central government revenue is being proposed to supplement projects that have completed investment procedures.
With this additional funding, the Ministry of Transport's total planned disbursement for 2024 is expected to be approximately 75,478 billion VND.
According to the Planning and Investment Department (Ministry of Transport), the actual implementation of the disbursement plan is facing a capital shortage. Some Group B projects have basically disbursed all of their allocated funds for 2024, but have not been able to receive additional funding.
The reason is due to a lack of funding and the inability to allocate funds from other projects, especially from key projects that must ensure the minimum capital allocation as stipulated in Decision No. 1603/QD-TTg dated December 11, 2023, of the Prime Minister on the allocation of state budget investment plan for 2024. According to this decision, a minimum of VND 43,479 billion is required for nationally important projects, expressways, regional connecting roads, coastal roads, and other key projects.
Previously, the Ministry of Transport was allocated 67,955 billion VND from the central government budget for 2024 by the Prime Minister.
The Ministry of Transport has also extended the disbursement of the 2023 plan into 2024 by approximately 3,329 billion VND. To date, the total investment plan for 2024 is 71,284 billion VND.
