Ministry of Transport proposes to add nearly 4,200 billion VND in public investment capital

Specifically, the Ministry of Transport has proposed to add VND 2,954 billion to the 2024 plan for Group B projects that are lacking capital.

In addition, about 1,240 billion VND of additional central budget revenue is also being proposed to be added to projects that have completed investment procedures.

With this additional source, the total disbursement plan for 2024 of the Ministry of Transport is expected to be about 75,478 billion VND.

According to the Department of Planning and Investment (Ministry of Transport), the actual implementation of the disbursement plan is facing a shortage of capital. Some group B projects have basically disbursed all of the assigned plan for 2024, but have not been able to supplement the plan.

The reason is due to lack of capital and no longer being able to coordinate from other projects, especially not being able to coordinate from important and key projects, which must ensure the minimum capital level allocated to key projects according to the provisions of Decision No. 1603/QD-TTg, dated December 11, 2023 of the Prime Minister on the assignment of the state budget investment plan in 2024. According to this decision, a minimum of VND 43,479 billion is required for important national projects, highways, regional connecting roads, coastal roads, and other key projects.

Previously, the Ministry of Transport was assigned by the Prime Minister 67,955 billion VND of the 2024 central budget capital plan.

The Ministry of Transport also extended the disbursement plan for 2023 to 2024 by about VND 3,329 billion. Up to now, the total investment plan for 2024 is VND 71,284 billion.
