The Ministry of Transport has recently sent a document requesting the People's Committee of Hoa Binh province to definitively resolve outstanding issues and obstacles, and hand over the land for the project to renovate and upgrade National Highway 6, the section bypassing Hoa Binh city.

According to the Ministry of Transport , the project to renovate and upgrade National Highway 6, the section bypassing Hoa Binh City, has been assigned to Project Management Board 6 as the investor.
Land clearance work was separated into a sub-project organized and implemented by the People's Committee of Hoa Binh province from October 2022. Construction of the project began in March 2023, with a planned completion date of August 2024.
With just over a month left for the project's construction, according to a report from Project Management Board 6, land clearance has only reached approximately 85%, with about 700 meters of the route still awaiting land handover.
The main obstacles within the Dân Chủ and Thống Nhất wards of Hòa Bình City are the incomplete compensation plans for residential and agricultural land, the plans for supporting assets on the land; the approval of compensation costs; and the lack of focused efforts on relocating technical infrastructure (4 remaining 35kV power poles and 24 remaining 0.4kV power poles).
The relocation of 19 households eligible for resettlement has not progressed due to incomplete procedures and the failure to identify resettlement areas, significantly impacting the timeline.
To ensure the project's completion on schedule, the Ministry of Transport requested the People's Committee of Hoa Binh province to continue paying attention and decisively directing relevant agencies and units to focus on resolving difficulties and obstacles, accelerating compensation, support, and resettlement work for the project, especially urgently deciding on resettlement plans for households and relocating technical infrastructure to hand over the remaining land to the investor in July 2024.
"The Ministry of Transport will assign Project Management Board 6 to closely coordinate with departments, agencies, and localities to promptly resolve any obstacles during the project implementation," the Ministry of Transport stated.
The project to renovate and upgrade National Highway 6, the section bypassing Hoa Binh City, Hoa Binh province, starts at Km 73+500 - National Highway 6, connecting with the project "Connecting Hoa Binh province's transportation and irrigation with the national transportation infrastructure system".
The endpoint is at Km 78+500 - National Highway 6 at the intersection with An Duong Vuong Street, Thai Binh Ward, Hoa Binh City.
The project is being constructed according to the standards of a Class III highway in a flat area, with 4 lanes; the roadbed width is 20.5m, the road surface is 19.5m, and the design speed is 80km/h.
The total investment for the project is nearly 474 billion VND, sourced from the State budget within the medium-term public investment plan for the period 2021-2025.
