Administrative procedure reform continues to be one of the key tasks strongly directed by the Government and the Prime Minister , aiming to create a transparent and convenient legal environment for citizens and businesses.
In this context, the drafting of a Circular amending and supplementing several articles of existing Circulars in the field of management under the Ministry of Science and Technology is considered necessary to eliminate cumbersome and outdated procedures, while linking simplification with enhancing the effectiveness and efficiency of state management.
The draft Circular comprises 18 articles and 8 chapters, amending, repealing, and supplementing many contents of previous Circulars such as Circular No. 23/2013/TT-BKHCN on measurement for Group 2 vehicles, Circular No. 24/2013/TT-BKHCN regulating the inspection, calibration, and testing of measuring instruments and measurement standards, as well as Circulars No. 02, 10, and 14 related to technology transfer, barcode numbers, and administrative procedure forms.
The amendments aim to shorten processing times, eliminate unnecessary procedures, and facilitate administrative transactions for organizations and individuals.

The Ministry of Science and Technology is seeking feedback on a draft Circular amending and supplementing many regulations related to administrative procedures in the Ministry's areas of management.
The draft proposes amendments and additions to regulations in the Circulars to reduce and simplify administrative procedures related to production and business activities, specifically:
Circular No. 23/2013/TT-BKHCN dated September 26, 2013, of the Ministry of Science and Technology, stipulating measurement for Group 2 vehicles: Draft proposal to amend and supplement Article 7, Clause 2 of Article 15, and reduce the processing time for dossiers from 7 days at point b, Clause 1 and point b, Clause 2 of Article 16 to 5 days to implement the simplification plan in Decision No. 1526/QD-BKHCN: Sections 11 and 11.2 propose amendments and supplements to Circular No. 23/2013/TT-BKHCN.
Circular No. 24/2013/TT-BKHCN dated September 30, 2025, regulating the inspection, calibration, and testing of measuring instruments and measurement standards: Amending and supplementing Clauses 1 and 2 of Article 13, and Clauses 3 and 4 of Article 17 to implement the simplification plan in Decision No. 1526/QD-BKHCN: Sections 3 and 3.2 propose amendments and supplements to Circular No. 24/2013/TT-BKHCN.
Circular No. 02/2018/TT-BKHCN dated May 15, 2018, stipulates the reporting regime for the implementation of technology transfer contracts belonging to the list of restricted technologies; sample documents in the activities of granting technology transfer licenses, registering extensions, amending and supplementing the content of technology transfer: Draft amendments and supplements to point a, Clause 1, Article 3 and point b, Clause 1, Article 3 ( chuyển to applying the simplified forms issued under Decree No. 1526/QĐ-BKHCN) to implement the simplification plan in Decision No. 1526/QĐ-BKHCN in Sections 10, 10.2 and Decision No. 1903/QĐ-TTg in point b, Clause 4, Section I.
Circular No. 10/2020/TT-BKHCN dated December 30, 2020 detailing and implementing measures for a number of articles of Decree No. 132/2008/ND-CP dated December 31, 2008 and Decree No. 74/2018/ND-CP dated May 15, 2018 of the Government on the use of codes and barcodes: Amending and supplementing Point a, Clause 1, Article 7, Point a, Clause 4, Article 7 to implement the simplification plan in Decision No. 1526/QD-BKHCN: in Section 14, 14.2, it is proposed to amend and supplement Clause 4, Section 3, Chapter II.
Circular No. 14/2023/TT-BKHCN dated June 30, 2023, promulgates the forms for administrative procedures stipulated in some articles of Decree No. 76/2018/ND-CP dated May 15, 2018, of the Government detailing and guiding the implementation of some articles of the Law on Technology Transfer.
