Ministry of Agriculture and Environment works with Son La Provincial People's Committee

(sonla.gov.vn) On the morning of October 27, a working delegation of the Ministry of Agriculture and Environment led by Deputy Minister Vo Van Hung had a working session with the People's Committee of Son La province. Comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of a number of relevant departments and branches; leaders of the Department of Agriculture and Environment of Son La received and worked with the delegation.

At the working session, the delegation listened to Son La province report on the results of implementing projects to stabilize residents in urgent natural disaster areas according to Decision No. 1660/QD-TTg dated December 26, 2024 of the Prime Minister; relocation and resettlement of residents affected by storm No. 10, rains and storms in 2025 and solutions; implementation of the Project to stabilize residents, develop the socio -economic situation of the Son La hydropower resettlement area (Project 666) for the period 2026 - 2030; results of implementing the National Target Programs on new rural construction and sustainable poverty reduction for the period 2021 - 2025.

Overview of the working session.

Reporting at the meeting, Mr. Phung Kim Son, Director of the Department of Agriculture and Environment, said that according to the Decision approving Project 666, Son La was assigned a total budget of more than 5,100 billion VND to invest in infrastructure, support production, and stabilize the resettlement of residents in the Son La hydropower plant resettlement area. In particular, in the period of 2018 - 2025, the province has approved 440 infrastructure projects with a total investment of about 2,096 billion VND. To date, the Central Government has allocated capital of more than 2,040 billion VND, reaching 39.69% of the plan; the disbursement rate has reached over 90% of the allocated capital. Many completed traffic, irrigation, electricity, domestic water and cultural - social institutions have contributed to stabilizing the lives and production of people in the resettlement area. However, after a long time of use, many works are degrading and damaged, the province has proposed an investment policy for the Project to repair, renovate, upgrade and build new infrastructure to serve the socio-economic development of the Son La hydropower resettlement area in the period of 2026 - 2030, with a total demand of about 2,495 billion VND, focusing on essential items: repair and upgrade 345 km of roads; 44 domestic water works; 11 irrigation works; invest in the construction of Nam La stream embankment phase III... Regarding the National Target Program for Sustainable Poverty Reduction, the rate of poor households in the whole province decreased from 21.66% (2021) to 10.89% (2024), an average decrease of over 3.5%/year; The poverty rate of poor districts decreased by an average of 4-5% per year, with 4 districts escaping poverty (Muong La, Bac Yen, Van Ho, Thuan Chau). It is expected that by the end of 2025, the poverty rate of the whole province will decrease to 7.89%.

In the new rural construction, before the commune-level merger, Son La had 74 communes meeting new rural standards, 11 advanced new rural communes, 82 villages meeting new rural standards, 28 model villages; Son La City has successfully maintained the task of building new rural areas since 2019; Quynh Nhai district has met the standards of the New Rural District Criteria. The rural appearance in many places has improved comprehensively in the direction of modernization, the economy has developed sustainably, many bright - green - clean - beautiful village models have been replicated.

To continue implementing and completing the goals and tasks according to Resolution No. 775/2009/NQ-UBTVQH12 dated April 20, 2009 of the National Assembly Standing Committee and the Conclusion of the Deputy Prime Minister in Notice No. 206/TB-VPCP dated April 28, 2025, contributing to improving the material and spiritual life of resettled households and local households, gradually completing the infrastructure system in resettlement areas, ensuring convenient and synchronous connections, serving the life and production of the people, Son La province requests the Central Government to pay attention and arrange the remaining capital of more than 3,100 billion VND to complete the goals of Project 666; including support for production, livelihoods, forest protection, training and job conversion for people, along with upgrading, repairing and building new essential infrastructure for the Son La hydropower resettlement area in the period of 2026 - 2030. Quickly complete and submit to the Government for promulgation the National Target Program on new rural construction and sustainable poverty reduction in a concentrated, focused and key direction, avoiding overlaps in the implementation process. At the same time, continue to pay attention to allocating resources for Son La to implement urgent projects on arranging and stabilizing residents in disaster areas, remote areas, border areas, and spontaneous migration, in order to stabilize people's lives in the long term, promote socio-economic development and maintain national defense and security in border areas.
