An additional 800 billion VND will be allocated to build the new Phong Chau bridge.

On November 15th, Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1389 of the Prime Minister on allocating an additional 800 billion VND from the central government's contingency budget for 2024 to the Ministry of Transport to implement the investment project for the construction of the new Phong Chau bridge on National Highway 32C, Phu Tho province.

The Deputy Prime Minister requested that, based on the allocated capital, the Minister of Transport allocate additional funds from the central government's budget reserve for 2024 to the project, ensuring compliance with the State Budget Law and other relevant legal regulations.

At the same time, the Minister of Transport directed relevant agencies and units to urgently complete investment procedures and allocate capital plans in accordance with regulations.

The Minister of Transport is also responsible for directing relevant agencies and units to use the allocated contingency funds effectively, with quality, and for the intended purpose and target beneficiaries; implementing projects in accordance with legal regulations; and preventing any loss, waste, corruption, or negative practices.

The Deputy Prime Minister instructed the Minister of Transport to direct, inspect, and urge the acceleration of the project's implementation, ensuring its completion no later than December 31, 2025; the head of the agency will be held responsible for the disbursement of funds and the project's progress.

The Minister of Transport is fully responsible to the Government, the Prime Minister, and relevant agencies for the content, data, and proposals in reports, ensuring compliance with the regulations of the State budget, public investment, and other relevant laws.

The Deputy Prime Minister instructed the Ministry of Planning and Investment and the Ministry of Finance to monitor and guide the Ministry of Transport in organizing the implementation and disbursement of the additional capital.

In cases where improper allocation or use of funds is detected, or implementation is not in accordance with the law, a report shall be submitted to the Prime Minister for recovery back to the central budget and accountability shall be assessed for the heads of relevant organizations and individuals.

The implementation and disbursement of the central budget reserve fund for 2024, supplemented by the central budget, must be completed no later than December 31, 2025, in accordance with legal regulations; if the entire amount is not used, the remaining central budget reserve fund for 2024 will be cancelled.

According to a report from Phu Tho province, the planned location for the new Phong Chau bridge is at the site of the old Phong Chau bridge (km 18+300 on National Highway 32C).

According to the design, the total length of the route is approximately 1,000 m (the bridge is about 393 m long, and the approach and connecting roads are about 600 m long); the total width of the bridge is 21.5 m, including 4 lanes for motorized vehicles, 2 lanes for non-motorized vehicles, a median strip, safety barriers, and bridge railings.

The road and connections have been upgraded and expanded to meet the standards of a Class III road in flat terrain (design speed of 80 km/hour).

The total estimated investment is approximately 865 billion VND.
