(MPI) – Attending and speaking at the Opening Ceremony of the 2024-2025 school year of the Academy of Policy and Development, Ministry of Planning and Investment , Minister Nguyen Chi Dung acknowledged the impressive results of the Academy in recent times and expressed his belief that with determination and continuous efforts, the Academy will continue to affirm its position in national education and contribute positively to the sustainable development of the country.
Attending the Ceremony were Deputy Minister of Education and Training Hoang Minh Son, representatives of Departments, representatives of Universities, Academies, representatives of local authorities, Sponsors and Partners of the Academy. On the Academy side, there were Chairman of the Council Giang Thanh Tung, Director Tran Trong Nguyen and all lecturers, staff, workers, students of the 15th course, and graduate students of the 13th course.

Speaking at the ceremony, on behalf of the leaders of the Ministry of Planning and Investment, Minister Nguyen Chi Dung sent wishes of health, happiness and success to all staff, lecturers and students of the Academy. At the same time, he emphasized that the Academy plays an important role in training human resources for areas such as development policy, economics and management.
Minister Nguyen Chi Dung highly appreciated and commended the achievements of the Academy in recent years. The Academy, under the Ministry of Planning and Investment, has gone through 16 years of formation and development; overcome many difficult and challenging stages and has gradually improved its role and position and is becoming a prestigious training and research institution in the education and training system, quickly reaching a scale of nearly 7,000 students and trainees studying undergraduate, master's and doctoral programs; training quality is increasingly improved, the entrance scores of students in recent years have always been in the high group; the employment rate of students is high, reaching over 98%; facilities are increasingly spacious; scientific activities and cooperation have many outstanding achievements with a team of experienced and well-trained lecturers.
The Academy is a leading institution in public policy training, research and development, investment, bidding, and project management. The Academy is also a pioneer in digital economy and digital transformation training; the only unit nationwide training human resources in cooperative economics, meeting the human resource needs to implement Resolution No. 20-NQ/TW dated June 16, 2022 on continuing to innovate, develop and improve the efficiency of the collective economy in the new period; not only providing expertise but also nurturing innovative thinking, contributing to critical and macro-policy advice for the country.
In recent years, the Academy has made many important contributions to the development of plans and strategies for the socio-economic development of the country, sectors and localities; participated in major projects of the Ministry; made many contributions to the green growth strategy;... contributed significantly to advising and completing policy planning for the development of the country; provided important resources for the sector and the Ministry of Planning and Investment.
Minister Nguyen Chi Dung also emphasized the current context, especially the rapid changes of the Fourth Industrial Revolution; emphasized the results achieved after 40 years of innovation and socio-economic development; current difficulties and challenges; goals set for 2045 and preparation for the era of the Vietnamese nation's rise. In that era, the country needs a human resource capable of quickly adapting to changes of the times, while having a vision beyond national borders. Accordingly, the Minister clearly stated the thoughts, viewpoints, orientations, and great visions of a strategic, long-term nature to achieve the goals set for the coming period.

To achieve the set goals, it is necessary to continue to resolutely and effectively implement three strategic breakthroughs in institutions, infrastructure and human resources, especially high-quality human resources. Accelerate economic restructuring, linked to the growth model, and increase economic competitiveness. In particular, promoting human resource training for key areas associated with improving the quality of education and training is a core requirement. Accordingly, there must be strong enough mechanisms and policies, prioritizing the concentration of sufficient resources to continue to fundamentally, comprehensively and effectively innovate education and training from program content, teaching and learning methods to education and training management to reach international and regional standards.
Focus on developing high-quality human resources according to international standards for priority and emerging industries and fields such as artificial intelligence (AI), data science, semiconductor chips, construction, high-speed railway operation, etc. Training and preparing human resources to carry out national digital transformation, develop digital economy, digital society, and take Vietnam further in the digital age.
Build breakthrough mechanisms and policies and invest resources to develop national universities, regional universities, excellent higher education institutions, and key higher education institutions on par with advanced countries. Complete the autonomy mechanism for training and education institutions in line with the general trend of the world. Have a policy of valuing talents, making good use of young human resources to contribute to the country.
In particular, there needs to be a synchronous solution to promote the key role of higher education in developing high-quality human resources. Higher education must be closely linked to science, technology and innovation, contributing to creating a workforce capable of adapting to and leading social changes, meeting the country's sustainable development requirements.
Minister Nguyen Chi Dung said that in the context of a volatile world, in order to promptly meet the requirements of national development, the Academy of Policy and Development needs to make great efforts to successfully implement the goals set out in the Academy's Development Strategy to 2030, with a vision to 2045.
Accordingly, the Academy must strive to become a smart university with a modern management system and high internationalization with a scale of over 10,000 students, belonging to the group of leading universities in Vietnam in economics, management and development policy. At the same time, the Academy must become a prestigious center for research and policy criticism, contributing to consulting and orienting important macro policies for the country's development.
To achieve these goals, the Academy needs to constantly innovate and strongly apply the achievements of the scientific and technological revolution to teaching, research and management activities. At the same time, it is necessary to build an open and friendly educational environment, encouraging students to develop their creativity and critical thinking, creating generations of high-quality human resources, capable of quickly adapting to changes in the world.
Minister Nguyen Chi Dung emphasized a number of key tasks that the Academy must focus on implementing. Firstly, it is necessary to comprehensively digitally transform the Academy, transform the school model into a smart university, improve governance efficiency and the quality of training and scientific research.
Second, strengthening domestic and international cooperation, taking advantage of its position as a school under the Ministry of Planning and Investment, it is possible to exploit the potential of major partners such as USAID, KOICA, WB, ADB or large corporations such as Viettel, FPT, T&T... to help the Academy quickly affirm its position and brand in the fields of training, research, and policy criticism.
Third, it is necessary to increase high-quality human resources through policies to encourage staff and lecturers to study and improve their qualifications; attract high-quality human resources from within the country and internationally to work at the Academy.
Fourth, continue to improve the quality of training and research; develop international joint training programs; organize international conferences with the participation of prestigious scientists around the world; conduct research in areas related to the tasks of the Ministry of Planning and Investment to promptly advise and contribute to the Ministry in a timely and effective manner.
Fifth, strengthen coordination with units under the Ministry to maximize the resources and strengths of the Ministry in the fields of advising on macro policies, strategic projects for socio-economic development, corporate governance, planning and strategy development, bidding management, local development, collective economic development, etc.
Minister Nguyen Chi Dung also emphasized the mission of the Academy, the noble mission of the teachers; gave many words of encouragement to the new students, trainees and postgraduates of the Academy; wished that the students must always strive to study, research, innovate, be creative, achieve many high achievements in studying and training; affirm the mettle and talent of the students and trainees of the Academy of Policy and Development, be ready to participate in the high-quality labor market, contribute to the development of the country; always nurture and maintain the joy of living, studying, and dedicating with a fiery heart carrying the spirit of youth.
Minister Nguyen Chi Dung expressed his firm belief that in the coming period, the Academy of Policy and Development will continue to grow and develop strongly; becoming a prestigious university, ranked among the top schools in policy, economics and management training in Vietnam, reaching out to the region and the world. At the same time, he affirmed that the Ministry of Planning and Investment will always create conditions for the Academy to take the lead in innovation, pioneer in digital transformation and successfully build a modern, international-standard management system./.
