Minister Le Minh Hoan pledged to reform administrative procedures and promote marine aquaculture.
During the question-and-answer session with Minister of Agriculture and Rural Development Le Minh Hoan on the afternoon of August 15, referring to the "yellow card" issued by the European Commission to Vietnamese seafood, Deputy Nguyen Dai Thang said that the proportion of Vietnam's seafood exports to the EU has been decreasing year by year. One of the reasons why the yellow card warning has not been removed is that the number of fishing vessels violating foreign waters is still occurring. Monitoring and controlling fishing vessels is still inadequate. The situation of fishing vessels losing connection signals for a long time accounts for over 15% of the total number of fishing vessels that have been installed with monitoring systems.
The delegate asked the Minister to inform him of the cause and solutions to overcome the above situation, thereby contributing to the early removal of the yellow card warning.

Minister Le Minh Hoan affirmed that if only one ship violates, the “yellow card” will not be removed. Therefore, the Minister asked local government leaders to hold dialogue to find ways to support fishermen, to solve the problem of the more depleted the more exploited, the more exploited the more depleted. It is necessary to do better in supervision, strengthen the inspection of each ship entering the sea, check each voyage monitoring device; strengthen the inspection and traceability of businesses' goods.

Responding to delegates Huynh Thi Phuc ( Ba Ria - Vung Tau ) and Nguyen Thi Thu Ha (Quang Ninh) about the planning of exploitation and protection of aquatic resources, Minister Le Minh Hoan said that there are three pillars in the marine economy: exploitation - aquaculture - conservation. The Ministry of Agriculture and Rural Development has also planned the exploitation and protection of aquatic resources and has planned 11/17 marine protected areas. However, the investment resources are not satisfactory. The target is that by 2030, the number of marine protected areas must account for 6% of the sea surface area, but so far it has only reached 0.17%. The Minister said that he will take into account the opinions of National Assembly delegates to better implement the Project on planning the exploitation and protection of aquatic resources as well as the Project on developing protected areas in the coming time.

Regarding the reflection of Deputy Thu Ha (Quang Ninh) that the process of requesting a sea area for aquaculture must work with many ministries, Minister Le Minh Hoan pledged to review this entire issue to reform administrative procedures as directed by the Prime Minister in the past time, ensuring the simplification of procedures, while still meeting the requirements of national security, environment, landscape, and aquaculture density. "Aquaculture is a way to reduce exploitation, so the first priority subjects are the fishermen we want to reduce exploitation", the Minister stated.
Regarding the issue of career conversion, the Minister said that the Ministry has Decision 288 and an action plan on career conversion, but there are still shortcomings in that it is a bit slow, the policy is not clear, and has not created a push towards the goal of reducing exploitation and increasing farming.
“The Ministry of Agriculture and Rural Development will continue to review and dialogue with people who are in the transition or are not allowed to exploit due to high intensity, to have specific and feasible solutions for this issue. It is possible to choose the option of people going ashore, but still maintaining marine farming, dry farming, or coastal farming with intensity that ensures environmental protection. In addition, it is possible to completely switch to another profession, creating conditions for people to do marine tourism, or work in industrial zones. Each subject will have specific policies attached, not general ones,” said Minister Le Minh Hoan.
