(CLO) In 2025, the Ministry of Construction has set a plan and task to complete an estimated 100,000 social housing units.


According to the Ministry of Construction, the project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial zone workers" has set a target of developing 130,000 units nationwide by 2024.

Despite efforts to implement the project and numerous solutions to overcome obstacles and difficulties, the results in social housing development over the past year have not met expectations. Specifically, only 21,000 units have been completed nationwide, equivalent to just over 16% of the plan.

According to reports from localities, from 2021 to the present, 644 social housing projects have been implemented nationwide, providing over 580,100 units.

Of these, 96 projects have been completed, comprising over 57,600 units; 133 projects have commenced construction, comprising over 110,200 units; and 415 projects have received investment approval, comprising over 412,200 units.

The implementation of the 120,000 billion VND preferential loan package for social housing has also been very limited. To date, only 36 out of 63 provincial People's Committees have issued documents and announced projects eligible for preferential loans on their electronic portals. Of these, only 16 projects have signed loan agreements with a total committed credit amount of 4,200 billion VND and outstanding debt of 1,727 billion VND.

Previously, in a report submitted to the Prime Minister in September 2024, the Ministry of Construction stated that the development of social housing in the two special-class cities of Hanoi and Ho Chi Minh City was slow, reaching less than 40% of the target despite high demand. Several localities have a need for social housing but their implementation plans are unclear, such as Thai Nguyen, Ninh Binh, Nam Dinh, Quang Binh , Thua Thien Hue, Bac Lieu, and Ca Mau... Among these, many localities have not yet started any projects.

Besides the difficulties in developing social housing, the Ministry of Construction also stated that the construction industry currently faces many challenges. Although the industry's growth in 2024 is the main driver of overall economic growth, it depends heavily on the recovery of the real estate market, the progress in resolving obstacles, and the implementation of public investment projects.

The implementation of the program for drafting legal documents and the Ministry's projects still has some tasks that are behind schedule, some tasks that have been postponed or withdrawn from the program; the system of norms, unit prices, standards, and regulations is still slow to be completed and has not kept pace with the development of science and technology and practical requirements.

Furthermore, the project appraisal, design, and cost estimation processes still have many documents that do not meet the prescribed timeframes; inspection, supervision, and control activities regarding investment in construction, planning management, and architecture are still limited; the control of the process of adjusting local construction planning in some localities is not strict enough; urban management in some areas is still unprofessional; and the resources of the city itself and resources from society for urban development have not been fully utilized and exploited.

In response to this situation, Prime Minister Pham Minh Chinh recently signed Official Dispatch No. 130 urging focused direction and timely resolution of difficulties and obstacles to promote the implementation of social housing projects.

The Prime Minister requested that ministers, heads of ministerial-level agencies, government agencies, provincial and city Party secretaries, and chairmen of provincial and city People's Committees continue to effectively implement key solutions and tasks to promote decentralization and delegation of power, reform, and minimize administrative procedures, creating favorable conditions for businesses to participate in the investment and development of social housing, and for eligible beneficiaries to access social housing.

Implement administrative procedures for land allocation, site clearance, investment in construction, and selection of investors for social housing projects in a streamlined manner, ensuring speed, convenience, openness, and transparency.

Regarding planning and land allocation for the development of social housing and workers' housing, the Prime Minister requested a review and supplementation of urban planning and industrial park planning to ensure sufficient land is allocated for the development of social housing, including worker accommodation and housing for the people's armed forces.

In addition, it is necessary to strictly enforce regulations on allocating land for worker accommodation in industrial zones and using 20% ​​of the land with completed infrastructure in commercial housing projects and urban areas for the development of social housing, in accordance with housing laws.
