Ministry of Construction responds to 10 investors' proposal to upgrade North-South Expressway

As of August 28, the Ministry of Construction has received investment proposals to expand the entire North-South expressway in the East from 4 lanes to a planned scale of 6-8 lanes from 10 domestic investors.

The Ministry of Construction has recently sent a letter to investors interested in researching and investing in the expansion of the North-South Expressway (Eastern section) using the PPP (Public-Private Partnership) method.

Reportedly, as of August 28th, the Ministry of Construction had received investment proposals from 10 domestic investors to expand the entire Eastern North-South Expressway from 4 lanes to the planned 6-8 lanes, including: Vietnam Expressway Investment and Development Corporation (VEC); Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI); Deo Ca Group Joint Stock Company; Son Hai Group Limited Company; Truong Thinh Group Joint Stock Company; 194 Construction Investment Corporation Joint Stock Company; Phuong Thanh Transportation Construction and Investment Joint Stock Company; Xuan Truong Construction Enterprise; Rang Dong Joint Stock Company; and LIZEN Joint Stock Company.

Accordingly, the Ministry of Construction welcomes and highly appreciates the sense of responsibility and proactive research and proposals for investment in expanding the North-South Expressway in the East by enterprises, demonstrating their commitment to working alongside the State in achieving the goals of developing a synchronous and modern infrastructure, especially key national transportation infrastructure projects; and actively responding to and implementing Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy.

Currently, the Ministry of Construction has studied investment options for expanding the North-South Expressway (Eastern section) in terms of scope, scale, investment form, and implementation organization, and has reported to the Prime Minister for consideration and guidance.

Following the Government leaders' feedback on the investment plan, the Ministry of Construction will continue to prepare for the investment in the project to expand the North-South Expressway (Eastern section) as a basis for implementing the next steps.

"The plan for expanding the North-South Expressway in the East will be decided based on the research results during the project's investment preparation," informed Mr. Bui Xuan Dung, Deputy Minister of Construction.

In its latest study, the Ministry of Construction focused on expanding the route to include 18 sections, totaling 1,144 km in length, of which 3 sections have been invested in under the BOT (Build-Operate-Transfer) model and 15 sections have been or are being invested in under the public investment model.

The preliminary total investment for expanding the 1,144 km North-South Expressway (Eastern section) from the existing 4 lanes to 6 lanes is approximately 152,102 billion VND.

According to the research results, the northern (Mai Son - National Highway 45 - Nghi Son - Dien Chau) and southern (Vinh Hao - Phan Thiet - Dau Giay) sections of the route have high financial efficiency, while the central sections have low financial efficiency and require state funding support.
