Ministry of Construction responds to 10 investors' proposal to upgrade North-South Expressway

As of August 28, the Ministry of Construction has received investment proposals to expand the entire North-South expressway in the East from 4 lanes to a planned scale of 6-8 lanes from 10 domestic investors.

The North-South Expressway, Eastern section, Cam Lam - Vinh Hao, has 4 existing lanes.

The Ministry of Construction has just sent an official dispatch to investors interested in researching and investing in expanding the Eastern North-South Expressway under the PPP method.

It is known that as of August 28, the Ministry of Construction has received investment proposals to expand the entire North-South expressway in the East from 4 lanes to the planned scale of 6-8 lanes from 10 domestic investors including: Vietnam Expressway Corporation (VEC); Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI); Deo Ca Group Joint Stock Company; Son Hai Group Company Limited; Truong Thinh Group Joint Stock Company; 194 Construction Investment Corporation Joint Stock Company; Phuong Thanh Transport Investment and Construction Joint Stock Company; Xuan Truong Construction Enterprise; Rang Dong Joint Stock Company; LIZEN Joint Stock Company.

Accordingly, the Ministry of Construction welcomes and highly appreciates the sense of responsibility, proactive research, and proposal of investment plans to expand the Eastern North-South Expressway of enterprises, demonstrating the spirit of accompanying the State in implementing the goals of developing synchronous and modern infrastructure, especially key national transport infrastructure projects; at the same time, actively responding to the implementation of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

Currently, the Ministry of Construction has studied investment options for expanding the North-South expressway in the East in terms of scope, scale, investment form, and implementation organization and has reported to the Prime Minister for consideration and direction.

After receiving the Government's opinion on the investment plan, the Ministry of Construction will continue to carry out investment preparation work for the North-South Expressway expansion project in the East as a basis for implementing the next steps.

"The investment plan to expand the North-South expressway in the East will be decided based on the research results in the project investment preparation work," Mr. Bui Xuan Dung - Deputy Minister of Construction informed.

In the latest study, the Ministry of Construction focused on expanding to include 18 sections, 1,144 km long, of which 3 sections have been invested in the form of BOT and 15 sections have been and are being invested in the form of public investment.

The preliminary total investment to expand 1,144 km of the North-South Expressway in the East from the existing 4 lanes to 6 lanes is about 152,102 billion VND.

According to the research results, the northern region (Mai Son - National Highway 45 - Nghi Son - Dien Chau) and southern region (Vinh Hao - Phan Thiet - Dau Giay) sections have high financial efficiency, while the central region sections have low financial efficiency and need state capital support.
