Provincial leaders surveyed and grasped the situation of local government operations at two levels.

On the morning of July 17, working delegations under Plan No. 03-KH/TU of the Provincial Party Standing Committee came to work and inspect the operation of two-level local governments in localities in the province.

Comrade Ly Thi Lan, member of the Provincial Party Standing Committee, Head of the National Assembly Delegation of Tuyen Quang province, worked in Tung Ba commune; Comrade Pham Thi Minh Xuan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, worked in Vinh Tuy commune; Comrade Tran Manh Loi, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, worked in Yen Hoa commune. At the working session, local leaders reported to the working delegation on the initial results in implementing the two-level local government; the preparation work for the commune Party Congress. Accordingly, after the commune merger, the new government apparatus has been operating methodically. Localities have developed specific plans, contents, and clearly assigned responsibilities to each person and each department. Basic facilities and equipment are guaranteed and meet work requirements. Resolutions and decisions of the province have been seriously and effectively implemented...

Localities also made recommendations on investment in infrastructure; training and fostering of cadres after reorganization to meet new task requirements...

Speaking at the working session in localities, provincial leaders acknowledged and highly appreciated the proactive, united and innovative spirit of the Party Committees and communal authorities in performing tasks after the merger.

At the same time, it is recommended that localities overcome initial difficulties, strengthen propaganda work, stay close to the grassroots to grasp people's thoughts and aspirations, promptly orient public opinion; effectively implement economic development programs, sustainable poverty reduction, and maintain local security and order.

Along with that, communes need to promote the patriotic emulation movement to welcome the Party Congresses at all levels with practical actions, creating a joyful and exciting atmosphere among cadres, party members and people; continue to review working processes and regulations for consistency, ensuring clear assignment of tasks to each cadre, civil servant and worker in the direction of promoting creativity and initiative in work, thereby building a strong grassroots political system, meeting the requirements of tasks in the new period.
