Conference on deploying the work of selecting and calling citizens to join the army in 2026

On the afternoon of October 28, at the Provincial Conference Center, the Provincial Military Service Council (NVQS) held an (expanded) conference to evaluate the results of the selection and call-up of citizens for military service in 2025, and deploy military recruitment work in 2026.

Attending the conference were members of the Provincial Party Standing Committee: Colonel Lai Tien Giang, Commander of the Provincial Military Command, Vice Chairman of the Provincial Military Service Council; Major General Nguyen Duc Thuan, Director of the Provincial Police, Vice Chairman of the Provincial Military Service Council; and Ha Trung Kien, Standing Vice Chairman of the Provincial Fatherland Front Committee.

Attending the meeting were leaders of departments and agencies that are members of the Provincial Military Service Council; and the Chairpersons of the People's Committees and Military Commanders of communes and wards in the province.

In his opening remarks at the Conference, Chairman of the Provincial People's Committee Phan Huy Ngoc emphasized: This 2025 Provincial Military Service Council Conference is the first meeting after the merger of the two provinces. The conference will not only summarize and evaluate what has been achieved and what has not been achieved in the recruitment and conscription of citizens in 2025, but also discuss and agree on the method of organizing the recruitment and conscription of citizens in 2026 according to the two-tiered local government operating mechanism and the new organizational model of the Military and Police after the rearrangement and merger.

According to the report of the Provincial Military Service Council, the 2025 military recruitment work has received attention and guidance from Party committees, authorities, and Military Service Councils at all levels. Military agencies at all levels have played an advisory role, coordinating closely with local departments, agencies, and socio- political organizations to seriously implement decisions, directives, and guidelines on military recruitment in accordance with the correct procedures, ensuring transparency, fairness, democracy, and compliance with the law. 100% of the targets assigned by higher authorities for recruiting citizens for military service and participation in the People's Public Security Force (2,150 military personnel, 488 police personnel) have been achieved, ensuring absolute safety.

In 2026, Tuyen Quang province was assigned to select and recruit 2,849 citizens for military service. Of these, 2,300 citizens will perform compulsory military service, and 549 citizens will participate in compulsory service in the People's Public Security Force.

At the conference, the Provincial Military Service Council approved the draft decision assigning tasks to its members; and the decision assigning quotas for selecting citizens to participate in military service and the People's Public Security Force in 2026 for communes and wards in the province. Delegates discussed the advantages and difficulties in recruitment and preparation for the 2026 troop handover ceremony; proposed solutions regarding accommodation, meals, and transportation arrangements before and during the handover ceremony; and agreed on the assigned quotas and ensured their completion.

Concluding the conference, Chairman of the Provincial People's Committee Phan Huy Ngoc, Chairman of the Provincial Military Service Council, requested that departments, agencies, organizations, and localities continue to promote propaganda and education on military service and participation in the People's Public Security Force, upholding the traditions of the homeland and the responsibilities of citizens to the Fatherland.

Ensure that the recruitment process is thorough, selecting only qualified individuals, minimizing replacements; clearly assign responsibility to each member of the Military Service Council. Reform administrative procedures and apply information technology in managing resources and compiling citizen records; reduce procedures and avoid causing inconvenience or disruption to citizens. Implement the military's rear-area support policy effectively; promptly encourage and support families with citizens enlisting in the military; pay attention to receiving and introducing employment opportunities for demobilized soldiers. Timely commend and reward collectives and individuals, and prevent and combat corruption and harassment in the recruitment process.

The Chairman of the Provincial Military Service Council requested: The Provincial Military Command and the Provincial Police Department should coordinate with the Military Commands and Police Departments of communes and wards to cooperate with departments, agencies, and organizations in carrying out military recruitment work, ensuring that each locality fulfills its assigned quota; thoroughly understand the political quality of citizens of military age to review political standards; coordinate with the People's Committees at the commune level to cooperate with the receiving units, closely manage citizens ready for military service, and strictly handle cases of violations; coordinate with the receiving units to inspect all vehicles serving to transport new recruits, ensuring absolute safety and strict compliance with the Road Traffic Safety Law; advise on organizing the military handover ceremony at the handover points well, ensuring solemnity, safety, and compliance with regulations...
