All these questions are answered in the Handbook on the Implementation of Decentralization and Delineation of Authority for Commune-Level People's Committees in the Fields of Culture, Sports , and Tourism, compiled by the National Culture Publishing House under the direction of Minister of Culture, Sports and Tourism Nguyen Van Hung.
The handbook was launched by the Ministry of Culture, Sports and Tourism on the afternoon of August 13th in Hanoi .
"This is not just a professional document, but a state management initiative oriented towards the grassroots, for the people," affirmed Phan Tam, Deputy Minister of Culture, Sports and Tourism, at the launch ceremony of the handbook.
This handbook consists of 5 chapters, guiding the content of tasks, procedures for implementing tasks delegated, and delineating authority for the People's Committee and the Chairman of the People's Committee at the commune level to carry out certain activities in the fields of culture, sports, tourism, and information.
This is a practical support document specifically for commune-level officials.
The handbook is compiled concisely and clearly, closely adhering to the tasks assigned to the People's Committees at the commune and provincial levels.
The content is geared towards quick and immediate application, ranging from issuing certificates for public electronic game service providers to handling procedures related to libraries, festivals, and many other cultural and sporting activities.
"The publication of this handbook aims to effectively implement the two-tiered local government organizational model, enhance the efficiency and effectiveness of commune-level governments, which are the closest to the people and directly involved in organizing and managing administrative tasks. This is an urgent requirement today," Deputy Minister Phan Tam said.
Mr. Phung Huy Cuong, director and editor-in-chief of the National Culture Publishing House, said that in a short period of time, the publishing house urgently edited and printed 4,000 copies, promptly sending them to all 34 provincial departments of culture, sports and tourism and 3,321 commune-level administrative units nationwide.
In particular, the publisher has published and distributed electronic editions at the addresses: sachdientu.vn and ebook.gov.vn or nxbvanhoadantoc.vn so that all citizens can access them easily and conveniently.
