The South Bank Road Project on the Tra Khuc River has a total investment of over 999 billion VND from the state budget; of which, the construction cost is 747 billion VND. The project was approved by Mr. Cao Khoa, Chairman of the People's Committee of Quang Ngai province, in Decision No. 793 dated May 30, 2012.

This project is being constructed by Phuc Son Group Joint Stock Company; the construction supervision consultant is a joint venture between Duc Phuong Construction and Trading Company Limited and VHK Company Limited (all three companies are located in Vinh Phuc province).

The project connects the Tra Khuc 2 bridge to the Dung Quat - Sa Huynh coastal road, shortening the distance from the eastern communes of Quang Ngai City to the city center.

On April 2, 2019, the Chairman of the People's Committee of Quang Ngai province issued a decision approving the final settlement of the completed project with a total investment of over 854 billion VND.

On March 27, the Investigation Police Department of the Ministry of Public Security (C03) issued a decision to prosecute, arrest, and search Mr. Le Viet Chu, former Vice Chairman, former Chairman of the People's Committee of Quang Ngai province, and former Secretary of the Provincial Party Committee of Quang Ngai, for the crime of "Receiving bribes," as stipulated in Clause 4, Article 354 of the Penal Code.

According to initial investigations, during the course of his duties, the suspect Le Viet Chu received money from Nguyen Van Hau (aka Hau 'Phao') to facilitate Phuc Son Group Joint Stock Company winning the bid for the "Construction of the main route of the Southern bank road project of Tra Khuc River, Quang Ngai province".

The road along the southern bank of the Tra Khuc River, which opened in 2016, is now named Truong Sa Road.
The road is designed according to the standards of a level 2 urban main street.
The route runs along the southern bank of the Tra Khuc River, connecting Tra Khuc 2 Bridge to the Dung Quat - Sa Huynh coastal road.
The entire road is over 8.7km long, with a roadbed width of 36m and a road surface width of 22m.
The starting point of the wall is adjacent to the eastern bypass at Km 1,057 of National Highway 1A, passing through Quang Ngai City.
The end point of the road is adjacent to the intersection leading to Co Luy Bridge.
The road is located next to the downstream dam on the Tra Khuc River.
Along the route, beautiful landscaping is being built for people to rest, exercise, and so on.
Parking areas are also provided along the route.
