Accordingly, "The most disciplined" aims to raise awareness of organizational discipline, tighten discipline in all tasks; all officers and soldiers must absolutely comply with the People's Public Security regulations, patrol, control and violation handling procedures; resolutely not let mistakes and negativity occur.

Unit leaders must uphold a sense of responsibility, strictly practice self-reflection, self-correction, self-examination, and self-rectification; ensure objectivity, transparency, and democracy in leadership and management, and build strong internal solidarity.

“Most loyal” is to train political courage, fighting spirit and sense of responsibility. Each officer and soldier must maintain their courage, be absolutely loyal to the Party, the Fatherland and the people; uphold the spirit of service, perform their duties with professional manners, behave civilly and properly, and demonstrate a good image of the traffic police force in the hearts of the people.

“Closest to the people” is through specific, practical actions. Teams and stations strengthen close contact with the grassroots, grasp the local situation; proactively convert to digital, guide and support people; wholeheartedly resolve people’s legitimate complaints; resolutely not allow trouble or harassment to occur.

Being close to the people, understanding the people and serving the people is an important measure of the quality and prestige of each traffic police officer and soldier.

According to the Traffic Police Department, the launch of the "3 Best" emulation movement aims to build a united and disciplined unit, promote the highest sense of responsibility in performing tasks, and contribute to building an increasingly disciplined, elite, and modern city police force.
