Questioning and answering questions to meet the expectations of voters and people

On the morning of August 21, under the chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee organized a question-and-answer session on the implementation of the resolutions of the National Assembly Standing Committee on thematic supervision and question-and-answer sessions from the beginning of the 15th National Assembly term to the end of 2023 for the first group of fields, including the fields of: agriculture and rural development; industry and trade; culture, sports and tourism. The question-and-answer session was connected online with 62 National Assembly delegations in provinces and cities.

The question and answer session was chaired by Politburo member and National Assembly Chairman Tran Thanh Man; Vice Chairmen of the National Assembly: Nguyen Khac Dinh; Nguyen Duc Hai; Senior Lieutenant General Tran Quang Phuong and Nguyen Thi Thanh.

Also attending the question-and-answer session were members of the National Assembly Standing Committee; the Standing Committee of the Nationalities Council, the National Assembly Committees, the National Assembly Office, representatives of the leaders of the agencies under the National Assembly Standing Committee; National Assembly deputies holding concurrent positions at the Central level; National Assembly deputies of the Hanoi National Assembly Delegation; Ministers, members of the Government, leaders of ministries, branches, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit.

At 62 local connection points, there were 24 comrades of the Party Central Committee, Secretaries of Provincial and Municipal Party Committees, Heads and Deputy Heads of National Assembly Delegations, National Assembly deputies working in localities, Chairmen and Vice Chairmen of People's Councils, People's Committees, Vietnam Fatherland Front Committees of provinces and cities, and relevant local departments and branches.

Question 2 groups of issues

In his opening speech, National Assembly Chairman Tran Thanh Man said that the National Assembly Standing Committee conducted question-and-answer activities to review the implementation by the Government, ministries and branches of the 6 Resolutions on question-and-answer and thematic supervision of the National Assembly Standing Committee from the beginning of the 15th National Assembly term to the end of 2023.

This is the first time in the term of the 15th National Assembly that the National Assembly Standing Committee has carried out the "re-supervision" activity, demonstrating the responsibility of the National Assembly Standing Committee in supervising to the end the implementation of the requests and recommendations of the National Assembly and the National Assembly Standing Committee. Thereby, comprehensively assessing and clarifying the difficulties and obstacles in the implementation process, thereby finding solutions to promptly remove them, further enhancing the responsibility of the agencies under supervision. At the same time, it also demonstrates the companionship of the National Assembly and the National Assembly Standing Committee with the Government in implementing and carrying out the requirements set forth by the National Assembly Standing Committee in resolutions on thematic supervision and questioning.

The issues and fields that the National Assembly Standing Committee supervises and questions are all important and of great interest to voters and the people. Through reports and practical results, it can be seen that the implementation of the resolutions of the National Assembly Standing Committee has achieved many remarkable results, creating positive changes, demonstrating the determination and high sense of responsibility of the Government, the Prime Minister, members of the Government and heads of sectors, contributing to promoting socio-economic development, ensuring national defense and security and foreign affairs; however, some implementation contents are still slow, some effective contents and implementation results have not met requirements.

According to the program of the question and answer session, National Assembly deputies will question two groups of issues: the first group of issues related to the fields of Industry and Trade; Agriculture and rural development; Culture, sports and tourism; the second group of issues related to the fields of Justice; Home Affairs; Security, order and social safety; Inspection; Court; Procuracy.

Solve difficulties and problems

According to National Assembly Chairman Tran Thanh Man, the questioning period will last for 1.5 days. To ensure maximum efficiency in using the time, the Chairman of the session will invite 3-5 delegates to ask questions at a time; each delegate will ask questions for no more than 1 minute and respectfully request that each question focus on the most important issue, within the scope of 6 resolutions of the National Assembly Standing Committee.

Delegates may debate with the person being questioned to clarify the issue being questioned; delegates may not use the right to debate to raise questions or debate with the delegate who has previously been questioned; the time for each debate shall not exceed 02 minutes, and the time for answering shall not exceed 03 minutes for each question.

Continuing the success of the questioning activities at the recent sessions, National Assembly Chairman Tran Thanh Man believes that, with the intelligence, high sense of responsibility, practical work experience, deep expertise and a firm grasp of the actual situation in localities and bases of the National Assembly deputies, the questioning and answering sessions will take place enthusiastically, in a constructive spirit, with a lot of information reflecting the actual situation, with many proposals, recommendations and suggestions for the Government, Ministers and Heads of sectors in directing and operating, overcoming limitations, resolving difficulties and problems, meeting the expectations of voters and people nationwide.

 

According to the Question and Answer Session Program, right after the opening speech of National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee listened to the Report summarizing the verification content of the Ethnic Council, the National Assembly Committees, and the Report on the opinions of the People's Petition Committee on the implementation of the resolutions of the National Assembly Standing Committee on thematic supervision and questioning from the beginning of the 15th National Assembly term to the end of 2023.

Next, National Assembly deputies questioned Ministers and Sector Heads on the implementation of resolutions of the National Assembly Standing Committee on thematic supervision and questioning from the beginning of the 15th National Assembly term to the end of 2023 for the first group of fields, including the fields of: agriculture and rural development; industry and trade; culture, sports and tourism.

The question and answer session is broadcast live on Voice of Vietnam Radio, and televised live on Vietnam National Assembly Television and Vietnam Television for voters and people to follow and monitor.
