On November 11, Mr. Tran Cong Thanh, Head of the Department of Education and Training of Vung Liem district (Vinh Long province), said that the Disciplinary Council had met and proposed a disciplinary warning for Mr. Vo Huu Tran, Principal of Trung Hieu Secondary School.

Previously, on September 21, 9 8th grade students of Trung Hieu Secondary School used chairs and helmets to beat their friend and filmed the clip.

Trung Hieu Secondary School has established a Disciplinary Council and unanimously proposed to the principal to issue a disciplinary decision in the form of 1-year suspension for 8 students who beat their friend, and 2-week suspension for the student who filmed the clip. The students who stood by and watched, did not report or help their friends stop them, were criticized in front of the whole school and had their conduct grade reduced by one level.

In the past two school years, Trung Hieu Secondary School has had many incidents of students fighting and causing injuries. The vice principal and teachers have repeatedly proposed to discipline the offending students, but the principal has no solution and has not handled the situation thoroughly.

Regarding the incident of a group of students fighting and filming a clip on September 21, Mr. Tran did not promptly handle and report it to leaders at all levels; and did not promptly notify the families of the beaten students to take support measures.
