On December 9, at the 6th session of the 10th term Ho Chi Minh City People's Council (regular session at the end of 2025), the Ho Chi Minh City People's Committee submitted to the City People's Council a proposal on policies to support funding for vaccination to prevent and control epidemics for livestock, poultry, dogs and cats in the area.

The People's Committee of Ho Chi Minh City submitted to the People's Council of Ho Chi Minh City, term X, for consideration and approval of many reports related to the fields of agriculture and environment.
According to the People's Committee of Ho Chi Minh City, before the merger of the People's Councils of the three localities of Ho Chi Minh City, Ba Ria - Vung Tau , and Binh Duong, all issued Resolutions on policies to support funding for vaccination to prevent and control animal diseases in the area. Over the years of implementation, the provincial veterinary management agencies of the three localities have organized vaccinations and periodic testing every year, contributing to the effective prevention and control of livestock and poultry diseases, minimizing damage caused by diseases.
Although livestock and poultry epidemics occurred in many provinces and cities across the country, thanks to good vaccination work, epidemics in 3 localities did not occur, or only occurred on a small scale, were quickly handled, and did not spread widely.
In addition, the Department of Animal Husbandry and Veterinary Medicine, Ministry of Agriculture and Environment, assessed that the animal disease situation is still complicated, disease-causing viruses are constantly changing to create new strains, there are many diseases that can be transmitted from animals to humans.
Therefore, the merger of 3 localities into the new Ho Chi Minh City needs to continue to promote and maintain the effectiveness of disease prevention and control for livestock, poultry, dogs and cats throughout the city.
Therefore, the Ho Chi Minh City People's Committee proposed to issue a new Resolution to apply to the entire city after the merger to create social equity and to be consistent with the conditions of merging communes and wards of the two-level government system.
Specifically, the state budget will support 100% of the cost of purchasing mandatory vaccines, including: Foot and mouth disease for pigs, buffalo, cows, goats, and sheep; Classical swine fever; Lumpy skin disease in buffalo and cows; Avian influenza; and rabies vaccine for dogs and cats. The estimated budget is about 23 billion VND per year.
All vaccination costs and wages for the implementing force are also fully supported according to current regulations.
This policy applies to small-scale livestock farms and households raising dogs and cats in the city. In particular, processing farms and foreign-invested facilities are not eligible for support. To enjoy the policy, livestock farms must fully comply with veterinary and livestock laws, and meet the criteria for total herd size: less than 2,000 poultry, less than 150 pigs, less than 40 cattle, and less than 200 goats and sheep. In the case of combined livestock and poultry farming, the total herd size of each type must meet the above criteria.
The funding source for implementation is allocated from the state budget according to decentralization. The Ho Chi Minh City People's Committee is responsible for implementation, the Ho Chi Minh City People's Council and relevant agencies supervise the implementation process to ensure transparency and correct targets. The Resolution takes effect from December 20, 2025.
The issuance of this comprehensive support policy is considered necessary in the context of complicated animal disease developments, greatly affecting production and the market. Ho Chi Minh City hopes that the policy will motivate people and livestock households to proactively participate in vaccination, contributing to building disease-free livestock farming areas and protecting the community.
According to statistics from the Department of Agriculture and Environment of Ho Chi Minh City, as of October 2025, the total poultry herd of the city after the merger will reach more than 18 million heads, pigs will reach more than 1.3 million heads, and buffaloes and cows will reach about 100,000 heads. Of which, farm-scale livestock farming accounts for more than 83% of the total herd, equivalent to 16.6 million heads, with nearly 3,000 farms and about 42,000 small-scale farming households.
