Proactively raising awareness and improving thinking in agricultural production, promoting the application of high technology in production, thereby enhancing the quality and competitiveness of agricultural products in the market. This is an important undertaking that the agricultural sector of Son La province is aiming for, in order to develop a competitive agricultural sector and move towards building Son La into a green, rapidly developing, and sustainable province. On the afternoon of November 21st, continuing the program of the 8th session of the 15th National Assembly, the National Assembly proceeded to vote on and pass the Law amending and supplementing a number of articles of the Law on Pharmaceuticals. Strengthening vocational training and job creation.
Vocational training for rural farmer members, especially ethnic minorities, is considered a crucial task by all levels of the Farmers' Association in the district. To fulfill this task, the Farmers' Support Center has collaborated with the Farmers' Associations in communes and towns to survey the vocational training needs of its members. Based on this, they provide vocational training and job placement assistance, helping them improve their income and stabilize their lives.
With over 4 hectares of fruit orchards, including Soi Ha pomelo, Dien pomelo, wrinkled-leaf pomelo, Phuc Trach, Da Xanh, and Cat Que varieties, Vu Van Tuyen's family (Soi Dat village, Xuan Van commune, Yen Son district) earns over 600 million VND per year. Mr. Tuyen shared that, previously, due to a lack of production experience, his family's crops often suffered from pests and diseases, affecting yield and quality. Through the commune's Farmers' Association, he participated in vocational training courses on plant care according to VietGAP standards, along with technical transfer courses, which have helped his family's economic model develop stably.
Previously, the family of Ms. Le Thi Trang (Tan Bien 2 village, Tien Bo commune, Yen Son district) was one of the poor households in the village due to a lack of capital and arable land. Through a labor export consultation conference organized in the commune, her family boldly borrowed capital to invest in her son and daughter-in-law's overseas employment in Taiwan. She shared that with stable jobs, her children send home an average of about 600 million VND each year. And after 8 years of working abroad, her family has built a spacious three-story house with full amenities. She also bought 3 hectares of land for forest planting and invested in raising over 100 bee colonies to develop her economy.
The families of Mr. Vu Van Tuyen and Ms. Le Thi Trang are just two of thousands of farmers and laborers who have received vocational training and guidance, contributing to the economic development of their families. Every year, the district directs the Department of Labor, War Invalids and Social Affairs to coordinate with the People's Committees of communes and towns to review and compile a list of laborers in need of vocational training; and to sign vocational training contracts with vocational education institutions such as: the District Vocational Education and Continuing Education Center, Tuyen Quang Provincial College of Technology, and the Vietnam Farmers' Association - Tuyen Quang Branch. Vocational training organizations should be linked to job creation and the supply of labor to businesses.
Over the past five years, from 2021 to the present, Yen Son district has opened 55 vocational training classes with 1,912 trainees. In addition, the district has directed the District Agricultural Services Center to open over 30 training courses on technology transfer annually for communes and towns. These efforts not only help poor households acquire new knowledge but also contribute to increasing their income and stabilizing their lives.
Contributing to sustainable poverty reduction.
Recognizing vocational education as a key factor in improving the quality of human resources, the resolutions and projects of Yen Son district have always taken "Vocational training linked to job creation" as a breakthrough solution. In recent times, the District Department of Labor, War Invalids and Social Affairs has actively advised the District People's Committee to issue numerous directives and implement them quickly and decisively.
Sharing information about the local efforts in multidimensional and sustainable poverty reduction, the Vice Chairman of the Yen Son District People's Committee, Le Quang Toan, said: From the beginning of the year until now, Yen Son district has provided employment for over 4,310 out of 4,370 workers, achieving 98.6% of the plan. Of these, 2,738 workers are employed within the province; 1,276 are employed in industrial zones in other provinces and cities nationwide; and 296 are employed in overseas markets. Six job fairs were organized in communes throughout the district, each attracting 300-700 workers, students, and parents of workers seeking employment. The National Target Program for Sustainable Poverty Reduction helps the poor and near-poor to fully access government assistance policies, rise above poverty on their own, and gradually eliminate the mindset of waiting and relying on support from the Party, the State, and the community.
Yen Son District identifies the National Target Program for Sustainable Poverty Reduction as a major and consistent policy of the Party and the State; it is an important, regular, and long-term political task for the entire political system and society. Therefore, the district has implemented and effectively carried out the National Target Program for Sustainable Poverty Reduction. Deputy Chairman of the district, Le Quang Toan, added.
Support policies from the central and local governments have been implemented synchronously, creating favorable conditions for workers, especially children of ethnic minorities, to participate in vocational training and skill development. The rate of trained workers reached 72%, of which 55% have degrees or certificates. After training, more than 80% of workers found employment, helping to improve their income and stabilize their lives.
With 87 particularly disadvantaged and difficult villages, Yen Son district has focused on raising awareness and changing people's perceptions and mindsets regarding poverty alleviation. The district consistently promotes propaganda and persuasion efforts to inspire self-reliance and a strong will to improve the lives of poor households.
In 2024, the district invested over 23.8 billion VND in the National Target Program for Sustainable Poverty Reduction, thereby supporting infrastructure development, diversifying livelihoods, and improving agricultural production in disadvantaged communes. Programs such as supporting breeding buffaloes, breeding cattle, breeding goats, and raising indigenous black pigs have brought about many positive changes.
In addition, social welfare policies, such as providing free health insurance cards, supporting the elderly living alone, people with disabilities, and children, have been fully implemented, helping to reduce the poverty rate in the entire district from 15.04% to 12.1%. Hung Loi commune, the most disadvantaged area, also reduced its poverty rate from 58.4% to 47.8%.
In order to create a breakthrough and accelerate poverty reduction in the coming period, the People's Committee of Yen Son district has set targets of reducing the multidimensional poverty rate by 2.8% per year, creating jobs for over 4,000 workers per year, along with key solutions to create sustainable income and livelihoods to help people rise out of poverty.
