Minister of Education and Training Nguyen Kim Son signed the Government's report on receiving and explaining opinions of National Assembly deputies and the official examination of the Committee on Culture and Society on the draft Law amending and supplementing a number of articles of the Law on Education.
The draft is being considered and expected to be approved at the ongoing 10th session of the National Assembly .
Proposal to review the regulation requiring "high school graduation to be eligible for university"
Notably, during the discussion, there was a suggestion to consider the regulation requiring "high school graduation to be eligible for university", because in many countries this condition does not exist. It is necessary to assess the impact and make international comparisons to ensure flexibility in admission recognition.
Regarding this content, the Government clearly stated that the draft law stipulates university-level training for students who have graduated from high school, vocational secondary school or equivalent or higher.
Thus, the provisions in the draft include cases where learners have education equivalent to high school or vocational secondary school .
In response to the delegates' opinions, the Government stated that it has directed the drafting agency to continue reviewing the provisions in the draft law.
At the same time, regulations on university level candidates are stipulated in the Regulations on university and college admissions for preschool education to suit both graduates with equivalent qualifications abroad and to ensure the quality of university entrance.
Proposal to eliminate maximum exams when wanting to popularize to high school
Besides, there are suggestions to research and review the elimination of exams as much as possible when wanting to popularize education to high school.
Regarding this content, the Government stated that it acknowledged the opinions of delegates and will direct the Ministry of Education and Training to continue researching innovative solutions in the direction of streamlining and efficiency, in line with the roadmap for universalization and ensuring the quality of education.
However, in the current period, maintaining the high school graduation exam is still necessary to assess the level of program output standards, ensure consistency in graduation recognition and meet the requirements of general education quality management.
Along with that, there are suggestions to add to the law special cases of high school graduation to ensure consistency with current legal regulations and related guiding documents.
Regarding this content, the Government clearly stated that the regulation on special high school graduation is a technical regulation, applied in exceptional and force majeure cases.
Therefore, it is flexibly regulated by sub-law documents and is not within the scope of basic policies that need to be recorded in law.
The current Education Law only provides general principles for the awarding of diplomas or certificates of program completion.
The Minister of Education and Training's regulation of a number of special graduation cases to ensure the legitimate rights of learners does not contradict the provisions of the law and is consistent with the state management function of the Ministry of Education and Training.
Therefore, the provision of special conditions in the high school graduation exam regulations both ensures the stability of the law and allows flexible handling of situations arising in practice.
Regarding the authority to grant high school diplomas, the Government said the draft law stipulates the assignment of authority to principals to implement the policy of decentralization and delegation of power in education management.
At the same time, it is associated with enhancing the responsibility of educational institutions in organizing teaching, assessing and recognizing students' learning outcomes.
This provision also ensures consistency with international practice and is suitable for lower levels of education, which have switched to the form of confirming program completion instead of granting degrees.
