The Government develops a draft on national multidimensional poverty standards for the 2026

According to the draft, the national multidimensional poverty standard for the period 2026 - 2030 includes income criteria (in rural areas is 2.2 million VND/person/month, in urban areas is 2.8 million VND/person/month) and criteria for the level of lack of access to basic social services including 6 dimensions, 12 indicators: employment (jobs, dependents in the family), education (education level of adults, school attendance status of children), health (nutrition, health insurance), housing (average housing area per capita, housing quality), information (use of telecommunications services), domestic water, sanitation and environment.

According to the Government , the investment policy for the national target program on new rural construction and sustainable poverty reduction for the 2026 - 2035 period includes specific targets.

By 2030, the average income of rural people in 2030 is expected to increase 2.5 to 3 times compared to 2020. The multidimensional poverty rate will maintain a reduction of 1 to 1.5%/year, and the multidimensional poverty rate in poor communes will decrease by at least 3%/year.

Strive for 100% of poor communes nationwide to escape poverty, with at least 65% of communes meeting new rural standards according to the National New Rural Criteria at all levels for the 2026-2030 period, and about 10% of communes meeting new rural standards to be recognized as modern new rural communes according to the Central's pilot framework and specific criteria issued by the Provincial People's Committee.

Strive for about 4-5 provinces and centrally-run cities nationwide to be recognized as having completed the task of building new rural areas according to the set of criteria for the 2026-2030 period.

The total expected resources for the program are about 12.35 million billion VND, of which the central budget is about 360 thousand billion VND...

At the conference, relevant ministries, branches, provinces and cities contributed comments on the draft Decree regulating national multidimensional poverty standards for the 2026-2030 period and the investment policy for the national target program on new rural construction and sustainable poverty reduction for the 2026-2035 period.

Thereby, relevant ministries and branches complete the dossier and submit to the Government to issue a Decree regulating the national multidimensional poverty standards for the period 2026 - 2030; allocate central budget capital and the local budget counterpart capital ratio to implement the national target program on new rural construction and sustainable poverty reduction for the period 2026 - 2030 for localities, ministries and central agencies to organize implementation.

In Da Nang, for Da Nang city (old), the National Target Program on Sustainable Poverty Reduction, period 2021 - 2025 with a total implementation cost of more than 1,225 billion VND, the city raised the multidimensional poverty standard 2 times higher than the Central regulations.

Accordingly, in early 2022, the city will implement the multidimensional poverty standard according to Resolution No. 76/2021/NQ-HDND of the City People's Council with 8,993 poor households still able to work, accounting for 2.99%. It is estimated that by the end of 2025, the city will eliminate all poor households still able to work.

Regarding the National Target Program on New Rural Construction, Da Nang (old) has 8/11 communes meeting advanced new rural standards, and 2/11 communes meeting model new rural standards.

For the old Quang Nam province, nearly 15,000 poor households were reduced in just 2 years 2023 - 2024, bringing the poverty rate of the whole province down to 4.56%. In particular, the old mountainous districts such as Tay Giang, Phuoc Son, Nam Giang... all had a reduction of over 5% compared to the previous year, exceeding the planned target; the target is to reduce the poverty rate to below 3% by the end of 2025. The province has 122 communes meeting new rural standards (accounting for 65.6%), of which 37 communes meet advanced new rural standards and 6 communes meet model new rural standards.
