New policy for artisans, subjects of intangible cultural heritage

The Government has just issued Decree No. 215/2025/ND-CP on "Regulations on measures to manage, protect and promote the values ​​of world cultural and natural heritage, underwater cultural heritage, intangible cultural heritage in UNESCO lists and national lists of intangible cultural heritage and policies for artisans and subjects of intangible cultural heritage".

The Government has just issued Decree No. 215/2025/ND-CP on "Regulations on measures to manage, protect and promote the values ​​of world cultural and natural heritage, underwater cultural heritage, intangible cultural heritage in UNESCO lists and national lists of intangible cultural heritage and policies for artisans and subjects of intangible cultural heritage".

According to the decree, folk artisans and excellent artisans are the subjects of intangible cultural heritage of ethnic minorities, artisans living in mountainous, border and island areas, artisans who are disabled, people from poor households, near-poor households, the State provides monthly living allowances and health insurance contributions. At the same time, the State provides financial support for folk artisans and excellent artisans who are the subjects of intangible cultural heritage of ethnic minorities to participate in activities of transmitting and popularizing intangible cultural heritage and training, fostering and teaching their successors; and financial support for artisans and practitioners with the ability to guide and teach to participate in guiding, training and teaching the community.

To qualify for the policy, artisans must submit their applications online or in person, via mail , to the People's Committee of the commune where they are registered as permanent residents. The monthly living allowance is calculated from the date the decision to award the title takes effect.
