A0 will be separated from Vietnam Electricity Group (EVN) to establish a company under the State Capital Management Committee.
NSMO is a state-owned enterprise with 100% of its charter capital held by the State, and it will be separated from EVN within a maximum of 7 days from August 1st.

The National Electricity System and Market Operation Company Limited will continue to play the role of the national electricity system dispatching agency, managing electricity market transactions in accordance with the Electricity Law and related laws.
With a charter capital of 776 billion VND, the National Power System and Market Operation Company Limited (NSMO) takes over the entire workforce of the National Power System Dispatch Center from EVN. This includes taking over the existing management structure of A0, based on the continued placement of A0's leadership and management staff into corresponding leadership positions within NSMO.
The National Power System and Electricity Market Operation Company Limited inherits all the rights, obligations, and legitimate interests of the Power System Dispatch Center currently implemented by A0 and EVN in relation to A0, as stipulated by law.
For the two loans under the agreement for the new National Power System Dispatch Center project and the Information Infrastructure project for the competitive electricity generation market, totaling nearly 3 million USD, EVN continues to be responsible for repaying the loans to the authorized lending agency as stipulated.
The National Electricity System and Market Operation Company Limited is responsible for repaying EVN the portion of the debt repaid to the authorized lending agency and fulfilling related obligations.
Simultaneously, the Prime Minister issued a decision approving the policy of transferring the right to represent the state's ownership of capital in the National Electricity System and Market Operation Company Limited from the State Capital Management Committee at Enterprises to the Ministry of Industry and Trade.
This will be done after the completion of the separation and establishment of the National Electricity System and Market Operation Company Limited as stipulated. The State Capital Management Committee and the Ministry of Industry and Trade are responsible for the content of the report and proposals; and for deciding and implementing the transfer of ownership representation rights.
The Ministry of Industry and Trade will prepare all necessary conditions to take over the National Electricity System and Market Operation Company Limited, including mechanisms to ensure working capital and stable, continuous, and efficient operation after the transfer.
There are mechanisms for capital and wages.
The Ministry of Industry and Trade, in coordination with relevant ministries and agencies, shall issue, within its authority, or submit to competent authorities for issuance, legal documents serving the operation of the National Electricity System and Market Operation Company Limited, ensuring the stable, continuous, and efficient operation of NSMO.
The National Power System and Electricity Market Operation Company Limited proactively researches, proposes, and forecasts difficulties and obstacles in the operation process, making specific proposals and clearly stating the authority to amend, supplement, and issue new legal documents and guidelines related to serving the efficient and safe operation of the power system.
Relevant ministries and agencies proposed and submitted to competent authorities mechanisms to support the arrangement of investment capital for NSMO. These include supplementing the charter capital of the National Electricity System and Market Operation Company Limited, guaranteeing or supporting loan mechanisms for projects undertaken by the company, and mechanisms to enable NSMO to access low-interest loans…
The Ministry of Labour, Invalids and Social Affairs determines the salaries of employees and managers of NSMO according to the established salary mechanism. NSMO is provisionally ranked I to serve as the basis for salary classification for its managers.
This will continue until the Government issues a decree on labor management, wages, remuneration, and bonuses for state-owned enterprises in accordance with Resolution No. 27 on reforming wage policies for officials, civil servants, public employees, armed forces personnel, and workers in enterprises.
EVN will review and determine the detailed and specific legal rights, obligations, and interests of A0 in accordance with the law as a basis for transfer when A0 is separated from EVN and transferred to the National Electricity System and Market Operation Company Limited.
