Mr. Nguyen Minh Quan (born in 1960), Secretary of the Party Branch of Binh Quoi Hamlet and Chairman of the Elderly Association of Hoa An Commune, Cho Moi District, An Giang Province, has always been a shining example of dedication, responsibility, and devotion to the Association's activities. Through his efforts, he has contributed to building a stronger and more robust Elderly Association in the commune, earning recognition and high praise from all levels and sectors.

As the Party Branch Secretary and Chairman of the Elderly Association of the commune, Mr. Quan regularly propagates and mobilizes the people to strictly abide by the Party's guidelines and policies, the State's laws and regulations, and local regulations. Besides that, he is also very exemplary and responsible in his work, leading patriotic emulation movements. He regularly stays close to the grassroots, is close to the people, and directs the mass organizations to understand the thoughts and aspirations of the people in order to promptly resolve difficulties and obstacles.
In Party branch meetings, Mr. Quan always worked with the Party branch committee to prepare the meeting agenda well, focusing on improving the quality of meetings and clearly defining key tasks for leadership implementation. For each task, Party members were always assigned specific responsibilities, and the Party branch regularly checked and evaluated the results of Party members' work to promptly find solutions. Party members were encouraged to boldly contribute their opinions; all matters were discussed democratically to reach consensus. Besides proposing many effective and close guidance solutions, Mr. Quan and the Party branch proactively coordinated with departments, agencies, mass organizations, and the Fatherland Front to promote and strengthen the "Study and follow the thoughts, ethics, and style of Ho Chi Minh." As a result, cadres and Party members emulated him, constantly cultivating and training themselves, striving to avoid ideological and political degradation, moral decay, and lifestyle deviations, and successfully completing their assigned tasks. The Party branch has been recognized by the Party Committee as a model of being clean, strong, and exemplary for many consecutive years.
Joining hands in building new rural areas, civilized urban areas, and protecting the environment, he coordinated with officials, Party members, and members of the Elderly Association to mobilize family members, relatives, and the people to donate land to expand the embankment and asphalt 10km of inter-hamlet roads in the commune, with a total cost of 1.2 billion VND; and supported the construction of 3 new houses for poor and disadvantaged elderly people, with a total amount of 120 million VND. Thanks to his positive contributions and the joint efforts of the people, the appearance of his homeland is increasingly changing and improving. The roads that were once full of potholes have been concreted and asphalted, houses are more spacious, and the lives of the people have improved significantly.
To effectively meet environmental standards, he encouraged his children, grandchildren, and senior citizen association members to actively plant trees, protect water sources, and avoid littering. Every year, senior citizen association members participate in planting trees and ornamental plants along roads and in gardens. Many senior citizen association branches have implemented models for "collecting used waste and pesticide bottles," contributing to a cleaner and more beautiful environment.

As the Head of the Emulation Cluster, he proactively monitors and guides the activities of the Elderly Association members at regular quarterly and monthly meetings and briefings. Through these meetings, he evaluates results, points out shortcomings for improvement, fosters unity in building a strong and comprehensive Association, and successfully fulfills assigned tasks.
