On the afternoon of May 24th, the National Assembly held group discussions on the draft Law amending and supplementing a number of articles of the Law on Security Guarding, and the draft Law on the Management and Use of Weapons, Explosives and Support Tools (amended).
Commenting on the draft Law on Security Guarding, President To Lam said that security guarding has existed for a long time in history. Therefore, the forces deployed in this field have matured considerably and ensure safety when carrying out this work.
Security work faces many difficulties.
"We have determined that no one can protect security work better than the people," the President said, adding that this reality necessitates the improvement and supplementation of the law's contents to create a legal framework and enhance the people's responsibility in security work.
According to the President, in security work, ensuring the safety and security of leaders and those being protected is the most important requirement. Besides that, this work also has significance in terms of state protocol, which is national ceremony. That is, security work is not just about ordinary protection, but also about showcasing national prestige and meeting the requirements of foreign relations.
Particularly in the context of Vietnam increasingly hosting foreign heads of state, the security requirements are becoming more challenging.
According to the President, the general principle for international delegations is to comply with the laws and regulations of the host country. There are specific requirements that must be negotiated between the parties.

Foreign leaders visiting Vietnam can freely eat pho and go to parks because it is very safe.
In particular, when deployed to difficult areas, despite facing many challenges, our officers have "matured considerably" and met the requirements of other countries. Therefore, other countries highly appreciate our security forces.
"We recently welcomed many heads of state, and they showed us a lot of affection. I remember one president, after arriving, suddenly went back down halfway up the stairs. I didn't know what was wrong, but it turned out he had forgotten to take a photo with the security guards and went down to take a picture to encourage them," the President said.
According to the President, people are very impressed by the safety ensured. Many foreign leaders, when visiting Vietnam, are free to eat pho, eat vermicelli, go to the park, eat banh mi, go to the lake, or have coffee because it is very safe. This feeling of safety motivates heads of state to explore new things while in Vietnam. This has contributed to enhancing Vietnam's standing.

Continuing to emphasize the importance of a safe society free from guns and weapons when commenting on the Law on Weapons and Explosives Management, the President stated that many leaders and tourists visiting Vietnam feel secure and not threatened or terrorized. However, he noted that the current reality is that most stabbing incidents involve knives, and the lack of legal mechanisms for managing them makes enforcement difficult. He pointed out that knife use has resulted in dozens of deaths, necessitating strict management and control measures. "Nowadays, knives are extremely dangerous. Even Thai knives and eating knives can be deadly.
