The above is the note of National Assembly Chairman Tran Thanh Man when speaking at the opening of the 6th Conference of Full-time National Assembly Deputies on the morning of August 27.
The conference was organized by the National Assembly Standing Committee to discuss 12 draft laws to be submitted to the National Assembly for consideration and comments at the 8th Session of the 15th National Assembly.
Of these, 11 draft laws were given their first comments by the National Assembly at the recent 7th Session. are: Law on Geology and Minerals; Law amending and supplementing a number of articles of the Law on Pharmacy; Law on Trade Unions (amended); Law on Prevention and Combat of Human Trafficking (amended); Law on Notarization (amended); Law on Cultural Heritage (amended); Law on Urban and Rural Planning; Law on Fire Prevention, Fire Fighting and Rescue; Law on Value Added Tax (amended); Law on Juvenile Justice; Law on People's Air Defense.
In addition, a draft law was submitted to the National Assembly for comments at the 8th Session, the Electricity Law (amended). If it is well prepared and the National Assembly discusses and reaches a high consensus, the National Assembly Standing Committee will consider and coordinate with the Government to submit it to the National Assembly for approval at the 8th Session according to the procedure at one session.

The National Assembly Chairman stated that the The projects discussed at this Conference regulate many different areas, including laws that are very important to the political system and ensure the rights and interests of workers and businesses such as the Law on Trade Unions (amended), the Law on Value Added Tax (amended); related to many sectors and localities such as the Law on Cultural Heritage (amended); the Law on Urban Planning and Rural Planning; associated with ensuring social order and safety, which are of great interest to the people such as the Law on Fire Prevention, Fire Fighting and Rescue, etc.
At the legal thematic session and the regular session in August 2024, the National Assembly Standing Committee reviewed and concluded on the reception and revision of each draft law and directed the completion of the dossier, noting many new issues and many regulations with different opinions that need to be commented on by National Assembly deputies to have a basis for unifying the revision direction, continuing to complete the project to submit to the National Assembly for consideration and approval at the upcoming 8th Session.
To make the discussion more effective, the National Assembly Chairman requested that full-time National Assembly deputies focus on analyzing, discussing, and clearly expressing their views on the contents of the agency in charge of reviewing the report, asking for opinions, and contents with different options; and clearly giving opinions on whether the projects are qualified to be submitted to the National Assembly for approval at the next session.
The National Assembly Chairman noted that it is necessary to adhere to the principle agreed upon at the beginning of the term, which is to give the highest priority to the quality of draft laws, not to chase after quantity; only draft laws that ensure quality and satisfactorily resolve outstanding issues will be submitted to the National Assembly for approval.
"For practical issues that are clear, proven correct by practice, and have high consensus, we will be determined to implement them; for issues that are unclear and have many different opinions, we will continue to research, summarize practice, and pilot when the competent authority allows it," the National Assembly Chairman noted.

In addition, the National Assembly Chairman suggested the need to review Carefully review draft laws, ensure full implementation and institutionalization of the Party's policies, constitutionality, legality, consistency, and synchronization with other laws in the legal system, and pay attention to assessing the impact of proposed new regulations.
At the same time, it is necessary to thoroughly grasp and well implement Regulation 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work, leaving no loopholes, preventing and stopping the situation of "policy corruption", integrating "group interests", and local interests of sectors and fields of state management agencies.
"When speaking, National Assembly deputies need to clearly express their views, be objective, and not avoid sensitive content that can easily lead to policy exploitation," the National Assembly Chairman emphasized.
