Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 10/CD-TTg on strengthening measures to ensure traffic safety during the Lunar New Year and Spring Festival 2024.
Forecasting a very high traffic density and a significant risk of traffic safety violations during this year's Tet holiday, the Prime Minister requested the Minister of Public Security to decisively direct police units and localities to intensify propaganda, patrols, and strict control, and to severely punish all traffic safety violations, especially on roads, particularly on expressways; focusing on handling violations that directly cause traffic accidents and congestion, such as violations of regulations on blood alcohol concentration, speeding, carrying more passengers than allowed, driving in the wrong lane, driving against the flow of traffic, illegal stopping and parking, U-turns, improper overtaking, not wearing helmets when riding motorcycles or scooters, not yielding to priority vehicles, and driving in the emergency lane...
The Ministry of Public Security needs to deploy forces to thoroughly prevent and handle cases of illegal street racing, gatherings causing public disorder, violations at level crossings, watercraft carrying loads exceeding the safe waterline mark, unregistered or uninspected vessels, vessels not meeting technical safety standards, vessels not equipped with life-saving or rescue equipment, and operators without driver's licenses, qualifications, or professional certificates.
The Prime Minister has requested the Minister of Transport to direct the Vietnam Road Administration to implement measures to tighten control over commercial transport vehicles through vehicle tracking devices, promptly handle violations in accordance with the law, especially speeding violations; and immediately rectify the delay in updating and processing information related to violating vehicles from vehicle tracking devices.
In addition, the Ministry of Transport is urgently directing transport businesses to develop plans to ensure transport capacity, quality, and safety for passenger and cargo transport, especially passenger transport services by road, waterway, and air during the Tet holiday; paying particular attention to Tan Son Nhat International Airport and Noi Bai International Airport; minimizing delays and cancellations; and strictly handling, in accordance with the law, organizations and individuals that allow illegal taxis, unauthorized bus stops, vehicles carrying more passengers than permitted, and illegal fare increases.
The Departments of Transport and contractors are responsible for ensuring the safety of transportation infrastructure projects; promptly repairing damaged and eroded road sections caused by floods; and reviewing and supplementing traffic signaling systems and reflective warning devices at intersections, steep road sections, narrow curve radii, and areas with limited visibility.
Ensure the smooth operation of the electronic toll collection system; coordinate with relevant agencies to immediately implement the electronic toll collection method at airport toll stations, connecting and synchronizing it with the nationwide electronic toll collection system according to authority and legal regulations; prevent traffic congestion at toll stations.
Urgently complete the upgrading, repair, and maintenance of key urban transportation routes and restore road space for public use (to be completed one week before the Lunar New Year holiday); develop plans to organize, regulate, and reroute traffic, promptly resolving congestion and preventing prolonged traffic jams in the event of incidents or accidents, especially before and immediately after the Lunar New Year holiday on main routes into and out of Hanoi and Ho Chi Minh City, routes connecting to train stations, airports, seaports, and festival areas.
Prime Minister Pham Minh Chinh requested the Ministry of Information and Communications to direct news agencies and media outlets to increase the airtime and intensify the dissemination of laws on traffic safety, guidance on safe traffic participation skills, especially on highways; regularly update and provide timely information on traffic accidents, traffic congestion, and information to support and guide people's travel during the Tet holiday, as well as warning about areas with a high risk of traffic accidents on roads, railway crossings, inland waterways, main traffic routes, key traffic hubs, and areas where events and festivals are held;
Providing timely information on traffic organization and flow management plans, traffic management plans for projects using road lanes and sidewalks; transportation service plans; guiding people to choose appropriate means of transport and travel times, contributing to reducing traffic volume during peak hours;
Regularly educate the public to strictly adhere to regulations such as "If you have drunk alcohol or beer, do not drive"; "Do not use your phone while driving"; "Wear a standard helmet when riding a motorcycle, scooter, or electric bicycle"; "Fasten your seatbelt when in a car"; and "Comply with speed limits".
Prime Minister Pham Minh Chinh requested the Ministry of Health to direct provincial health departments and medical facilities nationwide to strengthen their resources, equipment, and medicines to ensure the highest possible capacity in treating traffic accident victims and minimizing casualties in the event of traffic accidents.
The head of the government requested local leaders to direct decisive, timely, and effective measures to reduce and minimize traffic accidents, ensuring the best possible safety of people's lives, health, and property; and to implement strict control measures to prevent particularly serious traffic accidents from occurring in their areas.
Directing agencies, units, and functional forces to strengthen propaganda and mobilize the people to comply with legal regulations on traffic safety; developing plans to organize safe and smooth traffic, especially on routes and areas with a high risk of traffic accidents and traffic congestion in the locality.
Notably, the directive states: The Chairman of the Provincial People's Committee must bear full responsibility before the Prime Minister for ensuring traffic safety in their locality. Ministries, sectors, and localities shall assign competent personnel to organize 24/7 duty shifts and report on the traffic safety situation during the 7-day Lunar New Year holiday (from February 8, 2024 to February 14, 2024; i.e., from the 29th day of the 12th lunar month of the Year of the Rabbit to the 5th day of the 1st lunar month of the Year of the Dragon) to the National Traffic Safety Committee for compilation and reporting to the Prime Minister.
Deputy Prime Minister Tran Luu Quang is assigned the task of directly directing, with the Government Office presiding over and coordinating with the Ministry of Public Security and the National Traffic Safety Committee to monitor and urge ministries, sectors, localities, and units to implement this directive.
