Chairman of Ho Chi Minh City People's Committee "orders" High-Tech Park: Granting investment certificate in 1 day

On the morning of October 24, the Management Board of Ho Chi Minh City High-Tech Park (SHTP) held a ceremony to celebrate its 23rd anniversary.

Speaking at the ceremony, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that the Ho Chi Minh City High-Tech Park is a symbol of the city's aspirations in the fields of innovation. It has become a center for high-tech research and development, making a great contribution to the economy and budget of Ho Chi Minh City.

However, Ho Chi Minh City High-Tech Park has not yet reached the level of "Silicon Valley", meaning it has not met the expectation of becoming a center of technology and innovation nationally as well as in the entire region.

"We need to boldly set the goal of building the High-Tech Park into a center of AI (artificial intelligence), semiconductors, and creative startups in Vietnam, participating in the global value chain," said Mr. Nguyen Van Duoc.

According to the Chairman of the Ho Chi Minh City People’s Committee, to do that, it requires the cooperation of the State, schools, businesses, and even foreign investors (FDI). The city government will play the role of “midwife”, creating mechanisms, while businesses and universities must be the direct force to create innovation.

Chairman Nguyen Van Duoc also emphasized the need to strongly reform administrative procedures, creating the most favorable conditions for investors. He asked relevant agencies to speed up the licensing process, even aiming to grant investment certificates in one day as other localities have done.

The city is committed to cutting at least 30% of administrative time and costs to create a more open and favorable investment environment for high-tech enterprises.

“That is the most effective way to market and promote investment. When businesses are satisfied, they will spread the positive image of Ho Chi Minh City to dozens, hundreds of other businesses, thereby attracting many new investors" - Chairman of Ho Chi Minh City People's Committee said.

He suggested that the Management Board of Ho Chi Minh City High-Tech Park should focus on taking care of and supporting businesses operating locally, instead of just focusing on attracting outsiders.

According to Mr. Nguyen Ky Phung, Head of the Management Board of the Ho Chi Minh City High-Tech Park, the High-Tech Park currently has 112 projects in operation, contributing to creating jobs for more than 52,000 workers; export turnover increases gradually every year, in peak years accounting for 47% of the total export turnover for Ho Chi Minh City and contributing to the state budget reaching 1.7 billion USD, increasing rapidly in recent years.

"Entering the new phase 2025-2030, Ho Chi Minh City High-Tech Park continues to promote its core role in the innovation ecosystem, aiming to become an international standard research and development center, contributing to making Ho Chi Minh City a smart city, a technology and innovation center of Southeast Asia" - Mr. Nguyen Ky Phung said about the orientation in the coming time.
