26-storey apartment building not yet accepted but has more than 200 households living there: Fine of 90 million VND

(NLDO) - Vinh City has decided to impose administrative penalties on the investor of the Lung Lo - Vinh building in Vinh City ( Nghe An province ) for allowing more than 200 households to move in illegally.

On the morning of April 27, in an interview with a reporter from Nguoi Lao Dong Newspaper, Mr. Hoang Nang Hiep, Head of the Urban Management Department of Vinh City (Nghe An), stated that the city had issued an administrative penalty decision against 389 Investment, Trade and Construction Joint Stock Company, the investor of the Lung Lo - Vinh building project (address: 33 Phan Boi Chau Street, Vinh City) for putting the construction project into use without conducting acceptance testing as required by regulations.

Although not yet officially inspected and approved, more than 200 households have been living in the Lung Lo - Vinh building project for several months now.

Specifically, the 389 Investment, Trade and Construction Joint Stock Company was fined 90 million VND. The company is required to complete the acceptance testing and put the project into use within 1 to 3 months from the date of the penalty decision. "The city's stance is to strictly handle violations according to regulations," Mr. Hiep affirmed.

As reported by Nguoi Lao Dong newspaper, although the final inspection has not yet been conducted, for several months now, more than 200 households have moved into the Lung Lo - Vinh building project (located at 33 Phan Boi Chau Street, Vinh City), which is invested in by 389 Investment, Trade and Construction Joint Stock Company. This situation poses a potential safety risk and has caused public discontent.

On January 16, 2025, during an inspection of urban order in the area, the ward authorities documented the current situation at the Lung Lo - Vinh building project, owned by 389 Investment, Trade and Construction Joint Stock Company. The project had not yet been completed and accepted for use, but some residents had already moved inside. Based on the regulations for coordinating construction order management in Vinh City, the Vinh City Urban Order Management Team is requested to take the lead and coordinate with the Ward People's Committee to conduct an inspection to ensure compliance with construction order management regulations.

Also related to violations at this project, on October 26, 2024, the 389 Investment, Trade and Construction Joint Stock Company was fined 130 million VND by the Vinh City People's Committee for illegally constructing a transformer station. At the same time, the authorities required the company to complete the application for a construction permit within 90 days of the administrative penalty decision.

After the deadline, if the 389 Investment, Trade and Construction Joint Stock Company fails to present a construction permit, it must voluntarily demolish the illegal structure. If it does not voluntarily demolish the illegal structure, enforcement action will be taken in accordance with the law on handling administrative violations. However, to date, five months after being fined administratively, the investor of this project has still not completed the application for a construction permit from the competent authority.
