FIND EVERY WAYS TO HELP PEOPLE INCREASE INCOME

In My Lam Ward, Mr. Hoang A Pha (32 years old) has held many positions. He used to be the Party cell secretary, My Hoa village chief, Chairman of the Commune Red Cross Society, Secretary of the My Bang Commune Youth Union (now My Lam Ward). He is currently a member of the Executive Committee of the My Lam Ward Youth Union, Secretary of the My Lam Ward Party Cell Youth Union, Chairman of the Red Cross Society, and an expert of the Vietnam Fatherland Front Committee of My Lam Ward. In every position, he has left a deep impression on the community. Thanks to him, the lives of the people in the highland villages have changed.

Sharing about his journey, Hoang A Pha said that when he started working as Party Cell Secretary, Head of My Hoa Village, Chairman of the Red Cross Society of My Bang Commune (in 2020), the average income of people here was less than 20 million VND/year. "People mainly do agriculture so they don't have any significant income," he shared. Believing that to help people escape poverty sustainably, there must be jobs, he traveled to companies and factories in the area to connect and introduce jobs to people.

At first, people were hesitant because they were afraid of being cheated. He had to take them directly to the companies to see the production sites, so that people could feel secure going to work. That carefulness and responsibility created trust. Many people now have stable jobs near their homes.

Not stopping there, realizing that many young people lacked skills and had an uncertain future, Mr. Pha encouraged and introduced them to vocational training, including carpentry. Since then, many young people have changed their lives, including Mr. Ly A Sanh. Previously, Sanh's family was poor, after learning the trade, Mr. Sanh still did not know how to make a living. "Sanh wanted to open a workshop but had no money. I told him to open it, if he did not have money, I would support him," Mr. Pha said.

So he stood up to help Mr. Sanh borrow money. From a poor young man, Ly A Sanh is now the owner of a carpentry workshop, confidently doing business with an income of hundreds of millions of dong each year. "Now Sanh is a very rich boss", Mr. Pha said.

In particular, realizing the situation of cattle manure and rotten fruit being thrown around causing pollution, Mr. Pha cooperated with the Provincial Farmers' Association to bring back and apply two unique models in the locality: using rotten fruit to raise calcium worms as feed for poultry and fish and using manure to raise earthworms. This model not only cleans the environment but also creates unexpected economic benefits. Earthworm manure after being processed becomes high-quality organic fertilizer sold for 7,000 - 8,000 VND/kg. Many households have implemented this model and the economic efficiency is many times higher than raising cattle.

In addition, he also continuously opened training courses on animal husbandry, cultivation, and agricultural machinery repair. He also invited fertilizer production companies to train people on effective agricultural practices. Thanks to that, people's income has increased day by day, currently the average income per capita of the village reaches 47.5 million VND/person/year.

" Why do you still do it even though I curse like that?"

What is impressive is that Mr. Hoang A Pha has mobilized socialization to build many public works for the village such as: repairing irrigation ditches for agriculture, mobilizing people to donate land to build public roads; mobilizing people to contribute to building electric lines to light up the village.

During that journey, he also encountered many difficulties, because at first the people did not understand or believe; especially the program to build a concrete road in Ngoi Nghin residential group, Dao Vien commune (a particularly difficult village of the commune) with a length of 1.7 km. "When mobilizing people to donate land to build the road, someone scolded me: What do you get for doing that, go take care of yourself", he said. But Mr. Pha was not discouraged. He persistently explained, ate, lived, and worked with the people. Finally, the road was widened from 3 m to 5 m, creating conditions for trade and development of the whole region. Later, the people who had opposed it were the happiest. They asked him: "Why do you still do it even though I scolded you like that?".

The most difficult thing was probably when he tried to persuade a household to escape poverty, but due to limited awareness, they refused. "She was a single person, she was hesitant and did not want to escape poverty because she thought that in a poor household, electricity bills were exempted for a month by tens of thousands. If she escaped poverty, she was afraid of losing this incentive," Mr. Pha said. He and the government had to go to persuade her more than 10 times, analyzing the long-term benefits for her; at the same time, she was supported with money to build a house and stabilize her life. The perseverance was finally rewarded and the household's life gradually improved.

He also mobilized resources from the community to remove temporary and dilapidated houses for people and gave many meaningful gifts to people in difficult circumstances to help them have the motivation to rise up. To build trust, Mr. Pha always did everything transparently. When mobilizing money to remove temporary houses, he not only gave the money directly, so that people could count it on the spot, but also invited the government and the biggest donors to come and witness. "I did not let people down, and they did not let me down," he explained.

N THE WILL TO RISE FROM DIFFICULTIES

Not only is he devoted to the people, his own life is an example for people to learn and follow. Born into a poor Mong family, Pha's childhood was full of hardship. When he had just finished 12th grade and the university door had just opened, his father passed away due to a serious illness. The burden of the family weighed heavily on the young man's shoulders.

"At that time, I had to stop all my work," Mr. Pha recalled. He put aside his dream of going to university for 2 years, working many jobs to help his mother raise his younger siblings. It was during those days that sympathy for poverty and hardship permeated his soul. And he longed to go back to school so that "in the future I can do something to help society."

He studied social work, college level. After graduating, he returned to his hometown, was trusted by the villagers and elected as village chief, then Party cell secretary. Not stopping there, he continued to study at university, bringing his knowledge and a passionate heart to start his journey of "carrying the prison and the village". Now, to the people of My Lam, Mr. Pha is not only an energetic cadre but also a brother, a younger brother, a son of the village who has brought light and faith in a better future. Recently, Mr. Hoang A Pha was honored by the Central Youth Union as a typical example in the northern mountainous provinces.

Mr. Hoang Duc Canh, Standing Committee Member, Head of the Inspection Committee of My Lam Ward Party Committee, assessed Mr. Hoang A Pha as a young, enthusiastic cadre with many practical initiatives. Mr. Pha has proactively coordinated with units to organize many suitable vocational training classes, and at the same time introduced jobs to young people, contributing to creating livelihoods and increasing income for people. He is also a pioneer in researching and implementing new economic models such as snail farming and earthworm farming, suitable to the existing strengths of the locality.

"Mr. Pha has the ability to effectively apply the mechanisms and policies of superiors to the actual conditions of the locality to effectively implement activities, especially in the work of hunger eradication, poverty reduction and job creation for young people," Mr. Canh affirmed.
