"Stand up to take on the debt" because people want to escape poverty
In 2005, Mr. Dieu Hoang was trusted to be the Secretary of the Youth Union of Bu Se Re 1 village. After only a few years, he became the village Chief when he was just over 20 years old.
Mr. Hoang said that at that time, Bu Se Re 1 hamlet was still poor and deprived, with muddy dirt roads and fragmented production. Although the State supported many programs, poverty still clung to many families. The biggest reason was that people wanted to do business but did not have capital; production materials, machinery, fertilizers, etc. all required cash.

"Some people just need a lawn mower to earn extra money, but they are hesitant to borrow from the bank, and the dealer doesn't dare sell on credit. I think, as the leader of the group, I have to help!", Mr. Hoang said.
Then, the young village chief went to each agent, explained the situation of each household, and committed to "buying on credit" on behalf of the people. At the end of the season, after the harvest, the people pooled their money with him to pay off the debt. To date, dozens of households have received support from Mr. Hoang to buy machinery and production materials.
"Many families who used to only know how to 'cut their coat according to their cloth' now have more income. Some people buy lawn mowers and work for hire, earning money. I just hope they don't have to worry about food anymore. When they have the tools, people will know how to escape poverty," Mr. Hoang smiled gently.
Bring the road back to the poor
Not only helping people produce, Mr. Hoang is also the initiator of concrete roads extending throughout the hamlet. In 2015, Bu Se Re 1 hamlet registered with the commune to build 8km of road under the form of State and People working together. After 8 years, 6km was completed, including a route that the people contributed 100% of the cost.

Mr. Hoang said that people voluntarily contributed more than 2 billion VND to build the road. The 3m wide, 16cm thick concrete sections help make traveling during the rainy season no longer a nightmare. "Many households donated land, each person contributed a little effort and money, and the road was built. People saw the obvious benefits, so everyone agreed," Mr. Hoang said.
Mr. Lam Van Ba (a resident of Bu Se Re 1 village) said: "Thanks to Mr. Hoang's transparency in every single contribution, people trust and follow. My family has land by the road, even though we have to contribute more, we are still happy. With the road, business will be more favorable."

Having already worried about his stomach, Mr. Hoang now worries about his education. He still feels guilty about having to drop out of school in the 9th grade because of his family's financial situation. So, for many years now, every night at 7 p.m., the lights of the cultural sponsorship class are turned on at the village chief's house.
Two M'nong teachers, his younger sisters, teach free classes for children in the village, regardless of ethnicity or religion. The children are supported with books and extra knowledge to keep up with their friends at school. "In the past, I was disadvantaged in terms of education, now I just hope the children will have the knowledge to change their lives," Mr. Hoang confided.

For village chief Dieu Hoang, material support is just the first step. The most important thing, according to him, is to foster the spirit of self-improvement. "Currently, the young labor force in the village accounts for a high proportion. Currently, he continues to mobilize businesses to create job opportunities and open vocational training classes so that people do not just stay with their fields. If you have the will, you will definitely escape poverty," he said.
The leader of Quang Tin Commune People's Committee assessed: Mr. Hoang is a young, enthusiastic and prestigious cadre in the community. He is a pioneer in economic development and raising children, so people listen and follow. Thanks to that, many policies and guidelines are easily implemented.
