Quang Ninh focuses its efforts on resolving bottlenecks in aquaculture to facilitate exports.

To create a breakthrough in the development of the shrimp and marine farming industry, Quang Ninh province has determined that it is necessary to increase the application of science and technology and promote value chain linkages.

Quang Ninh Department of Agriculture and Environment has just held a conference to evaluate shrimp production and marine farming results in 2025 and discuss solutions to implement tasks in 2026.

In the first 11 months of 2025, the total aquatic product output of the whole province reached nearly 167 thousand tons, equal to 93.8% of the annual plan. The above results were achieved due to the province's early attention to planning for aquaculture areas for marine and inland aquaculture development, and at the same time identifying key farming objects. The work of estimating, forecasting and monitoring the environment of farming areas was focused on. Thereby, farming households focused on production, promoting the application of science and technology for effective farming.

The area for inland aquaculture development currently planned by Quang Ninh province is 50,001 hectares. The province has identified key areas for shrimp production development in the localities of Hai Lang, Dong Ngu, Dam Ha, and Quang Tan.

With the province's orientation of shrimp as the main aquaculture product at the national level, shrimp farming facilities in the province have proactively applied science and technology to improve farming environment conditions, increase productivity, and minimize risks. In 2025, the shrimp farming area of ​​the whole province is estimated to reach 7,500 hectares, with an expected annual output of nearly 30,000 tons, accounting for 29.4% of the province's total aquaculture output.

Along with the planning of inland aquaculture areas, the province has also planned a marine aquaculture area of ​​over 45,100 hectares and developed two main farming groups: marine fish and mollusks. By December 1, 2025, communes, wards and special zones had completed the assignment of sea areas under their authority to 817 individuals with a total area of ​​over 503 hectares.

The Department of Agriculture and Environment has issued 50 licenses for marine aquaculture and advised the People's Committee of Quang Ninh province to issue 44 decisions on allocating marine areas with a total area of ​​over 2,316 hectares. The whole province has formed a number of high-tech marine aquaculture models, combined with tourism in Van Don and Ha Long special zones. It is expected that by the end of 2025, the total marine aquaculture output of the whole province will reach over 62,000 tons, equal to 60.8% of the total aquaculture output.

Despite many positive results, the conference also frankly acknowledged the shortcomings such as: Marine aquaculture planning overlaps with planning for waterways, seaports, and the buffer zone of Ha Long Bay Heritage; Weak seed infrastructure, dependent on seeds from other provinces; Lack of and weak grassroots fisheries staff; Incomplete system of standards and technical regulations for marine aquaculture; Farm owners have limited knowledge, mainly producing based on experience...

Do not let problems of businesses and people drag on

To create a breakthrough for the shrimp and marine farming industry in 2026, the conference agreed on a number of orientations and solutions such as strengthening coordination between the Department of Agriculture and Environment and localities; departments and units under the Department must clarify the focal responsibilities, each content must be "thoroughly addressed", not letting problems of businesses and people drag on.

Communes, wards and special zones proactively discuss with the Department's professional agencies to review the entire farming area and update accurate and complete data.

Regarding the development of shrimp and marine farming, the leaders of the Department of Agriculture and Environment of Quang Ninh province requested the Department's branches and localities to proactively develop plans for environmental monitoring, warning and disease surveillance according to the season; provide timely information and clear instructions to farmers; Localities need to proactively form cooperatives and cooperatives by region and by group of farming objects; promote the linkage of 4 houses in the chain from breeding - farming - food - preliminary processing - consumption, limit fragmented production; strictly control the reuse of styrofoam buoys and substandard buoys in aquaculture; control food safety...

On the part of enterprises and cooperatives, it is necessary to fully comply with legal regulations, especially on registration of cage aquaculture, the main aquaculture species, ensuring food safety conditions. This is a mandatory condition if we want to maintain the market and expand exports. At the same time, we must proactively invest in technological innovation, improve productivity, apply environmental monitoring systems, and automate shrimp and fish cage farming; proactively link and participate in cooperation models and value chains.
