Many readers have reported that for many years they have benefited from the policies under Resolution 43 of the Quang Nam Provincial People's Council.
However, when Resolution 29 was issued, the local authorities required people to have a discharge certificate and a summary of their medical records in order to continue receiving benefits.
In a message to Tuoi Tre Online , reader Pham T. reported that a family member has suffered from heart and joint problems for a long time. They have had to go for monthly check-ups and receive medication for the past 10 years.
Mr. T. said that his family members also receive social welfare benefits according to Resolution 43 of the Quang Nam Provincial People's Council.
“Unexpectedly, in mid-December 2024, the People's Committee of the commune where I live requested the most recent discharge certificate and a summary of the medical records, otherwise they would cut off my allowance. So I had to go to the hospital to ask for my family member to be admitted to ensure the procedure was completed,” Mr. T. said.
According to Tuoi Tre Online, in recent days many localities in Quang Nam have announced the suspension of the policies outlined in Resolution 43.
From December 2024, to receive benefits under Resolution 29, beneficiaries must obtain a new certificate confirming their condition, in accordance with the list of critical illnesses listed in the appendix of Resolution 29. Beneficiaries must complete the certificate and medical records before December 31st.
In particular, many communes in Quang Nam province sent official letters to hospitals in Da Nang requesting cooperation in verifying cases of critically ill patients in their localities.
Some localities require patients to contact the hospital to obtain their medical records and confirmation documents, ensuring that the information is exactly as stated in the resolution.

The hospital refused to record a medical condition that was outside its area of expertise.
According to observations at Da Nang Hospital, in recent days there have still been cases of patients coming to request medical record confirmation documents with names matching those stated in the resolution.
However, some cases were not accepted because the disease names in the resolution did not comply with the professional guidelines of the Ministry of Health. The hospital only confirmed the correct medical records as guided by the Ministry of Health in the treatment protocol.
Ms. Nguyen Thi KC (from Quang Nam) said that her mother's medical record, as stated in the discharge papers, indicated "acute myocardial infarction."
However, when submitting the application, the policy-making unit refused to accept it and insisted that the disease name must be exactly as stated in Resolution 29: "first myocardial infarction".
“When I contacted the hospital, they said that the term ‘first myocardial infarction’ doesn’t exist in their professional terminology. They only provided a certificate stating ‘acute myocardial infarction.’ I brought it back again, but they still refused to accept it. They demanded that I amend the discharge papers because the certificate was invalid.”
"If the policy already exists, then conditions should be made to facilitate patients' access to it," Ms. C. said.
According to the leaders of the Department of Labor, War Invalids and Social Affairs of Quang Nam province, they are compiling a list of issues related to several diseases with names similar to those in the resolution's list, in order to report to higher authorities for consideration and feedback.
While waiting for the data to be compiled, people are still rushing to complete the procedures to receive the benefits before the deadline of December 31st!
