On December 31st, the Ho Chi Minh City Police Investigation Agency temporarily detained Nguyen Thi Ly (41 years old, nicknamed "Quạ"), Nguyen Tran Cao Nguyen (41 years old, a captain of an airline), and Huynh Le Bao Yen (29 years old) to investigate the crime of facilitating prostitution.
Additionally, authorities are summoning Vo Thi Minh Thuy (33 years old), who is linked to the incident, to the police station; however, she has fled the area.

Through intelligence gathering and information provided by citizens, the Criminal Police Department (PC02) of the Ho Chi Minh City Police discovered that the aforementioned group was involved in prostitution operating under the guise of restaurants and karaoke bars, employing female hostesses who also provided sexual services upon customer request.
Under the direction of the City Police Directorate, Lieutenant Colonel Le Duy Sam - Deputy Head of PC02 Department - established a special case, concentrating forces to combat and dismantle the operation.
On the evening of December 25th, police caught Nguyen Thi Ly and Huynh Le Bao Yen red-handed organizing and brokering prostitution for four couples at two luxury apartments in the Vinhomes Golden River residential area, District 1.
Working with the police, Ly Khai, after closing her restaurant on Nguyen Cong Tru Street, Cau Ong Lanh Ward, District 1, moved her business model of restaurant and karaoke with female hostesses and prostitution services to two apartments borrowed from a friend on the 31st floor of the Aqua4 building, Vinhomes Golden River residential area.

To operate, Ly collaborated with Vo Thi Minh Thuy to find prostitutes to share the profits and enlisted Huynh Le Bao Yen's help by going to the market, serving food and drinks to customers, and keeping a record of customer encounters.
Besides harboring prostitutes, Ly also acted as a pimp, arranging prostitution for wealthy clients through several well-known figures in Hanoi, Ho Chi Minh City, Quang Nam , and other areas.
