Member of the Standing Committee of the Hanoi City Party Committee, Lieutenant General Nguyen Thanh Tung, Director of the Hanoi City Police, presided over the ceremony.

The ceremony was attended by the Director General of Vietnam Television, Nguyen Thanh Lam.
During this peak period, the City Police aim to protect national security, ensure social order and safety in the area, and avoid being caught off guard in any situation; continuing to closely follow and effectively implement the directives of the Party, State, Ministry of Public Security , City Party Committee, City People's Council, and City People's Committee regarding the absolute protection of security and safety for the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, the Lunar New Year of the Year of the Horse, major national events, and early 2026 festivals in the city.
The Hanoi City Police also leveraged the strength of the entire political system in attacking and suppressing crime; enhanced the effectiveness of the "All People Protect National Security" movement; curbed and reduced various types of crime and social evils, preventing criminals from operating openly and causing public outrage; and strived to prevent particularly serious crimes from occurring during important political and social events in the capital city.

Notably, in strict adherence to the directives of the City Party Committee and the City People's Committee regarding the concentration of forces to effectively address the five "bottlenecks" in the city, the City Police Department was assigned to lead the resolution of the bottleneck related to "urban order"; and to coordinate with relevant departments and agencies to resolve the four bottlenecks related to "traffic congestion, flooding, environmental pollution, and food safety and hygiene".
To concretize the objectives and requirements of the campaign, the City Police Department has assigned units and forces to implement 7 general target groups and 10 specific target groups, encompassing the following areas: protecting national security; crime prevention and control; and state management of security and order. The campaign will be implemented from December 15, 2025 to March 16, 2026.

To ensure the best results during this peak period, creating momentum for the successful implementation of the city's political tasks in 2026, Lieutenant General Nguyen Thanh Tung, Director of the City Police, requested that professional units, commune and ward police stations, and police posts, based on the content, objectives, and targets in the City Police's Plan, focus on synchronously deploying measures and solutions to strongly attack and suppress all types of crimes and social evils.
The heads of police in wards and communes should proactively advise local Party committees and authorities to direct functional departments to strengthen coordination and support for the police force in effectively implementing the intensive campaign.
Along with that, it is essential to effectively implement the "six clear principles" (clear person, clear task, clear content, clear measures, clear progress, clear results), correctly identify the nature of the "peak period" (higher targets than usual; higher intensity of work; more decisive and thorough measures; maximum concentration of forces, etc.); proactively attack crime early and from afar, prevent it from the "root," and not allow crime to operate "openly, brazenly, and rampantly," causing public outrage and negative public opinion; all violations of the law must be dealt with strictly, "without forbidden zones, without exceptions."

Immediately after the launching ceremony, the city police paraded their forces and vehicles through the main streets of the city.
